On 03/05/2025 at 11:05AM Licensing Program Analyst (LPA) Jaleesa Jackson arrived for an Unannounced Annual/Random Inspection, and met with Licensee Flora Young. Present for this inspection were 9 preschool aged children. Also present for the inspection was the Licensees fingerprint cleared husband and assistant. The home was toured with the licensee to conduct a health and safety inspection. Hours of operation for day care are Monday through Friday, 8:00AM - 5:30PM.

ON LIMITS: Family room, Bonus room (across from the family room), Bathroom #1 (in bonus room), Living room (isolation area), Backyard, and Front Yard

OFF LIMITS: Garage, Kitchen, Dining Room, Side Yards and Outdoor Shed, Bathroom #2 and #3 (in hallway), and all Bedrooms.

The home is single story with heating and ventilation for safety and comfort. LPA observed there were age appropriate toys that are in safe and good condition. During today's inspection all toxins, medicines, and hazardous items were inaccessible. A fully charged 2A10BC fire extinguisher is located in the kitchen area. The home has a fully functioning smoke detectors and carbon monoxide detector. The home has a wall heater and fireplace that are blocked off. The off limits area inside are made inaccessible with safety gates. Licensee provides all food for the children. All food that is brought from the children’s home will be properly labeled and stored. Licensee stated that she does not transport children. There are no pets and no firearms in the home. Both of the front and back yard area are fully fenced. Children play outdoors in both the front and backyards. LPA did not observe any harmful bodies of water in or around the home.

LPA reviewed 6 children's files and found them to be complete. The facility roster was reviewed, and a copy obtained. The licensee is in ratio today. The Licensee, assistant, and Licensees husband all have current Mandated Reporter Training and CPR and First aid. Licensee also has liability insurance that is valid for 09/01/2024 to 09/01/2025. The licensee conducts and documents disaster drills at least every 6 months. The last fire drill was 2/26/2025. The last earthquake drill was 1/30/2025. All required licensing documents are posted and visible for public review.

There were no deficiencies cited on today's visit. Appeal rights were given to Licensee.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the LICENSEE Flora Young, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

A notice of site visit was given and must remain posted for 30 days.
