On August 15th, 2024 at approximately 9:30am, Licensing Program Analyst (LPA) April Wright arrived for an unannounced Annual/Random inspection and met with Center director July Grace Galaraga. Present today were thirty (30) preschool age children and six (6) fingerprint cleared staff members present during the inspection. The facility is in ratio today. The facility was toured for a health and safety inspection. Hours of operation are Monday through Friday, 8:00am to 6:00pm.

CLASSROOMS: Four (4) classrooms were inspected (Room 1, 2, 3 and 4) Classroom 4 currently is not in use and is used for storage purposes only. Classroom 4 is inaccessible to children in care. Each classroom has adequate play and learning materials available. The floors, furniture, and equipment are age appropriate and in good repair. Center has adequate heating/air conditioning, ventilation and lighting for safety and comfort. Drinking water is available inside and outside of the center. There is proper individual storage space for each child. LPA observed and Center Director confirmed that are no toxins, medicines, cleaning products or hazardous materials visibly present during today's inspection and were made inaccessible to children in care. The isolation area for sick children is in the director office, away from other children in care. The center has fully operational smoke/carbon monoxide detectors, working telephone, and four (4) fully charged 3A40BC fire extinguishers per each classroom. The center is equipped with fully stocked first aid backpacks that are available in all classrooms. LPA observed and Center Director confirmed that there are no pets, firearms or weapons located in the facility. LPA observed and Center Director no pools, hot tubs, or any bodies of water present at the facility.

BATHROOMS AND TOILETING AREAS: The staff's bathroom is located in the center lobby, separate from the children's bathroom. All children's bathroom sinks and faucets are in safe and sanitary operating condition. The children can reach the sinks and toilets. Supplies are available to the children.

FOOD SERVICE AREAS: This facility provides morning snack, lunch and afternoon snack daily for children in care. There are monthly menus posted at the facility on parent board for public viewing. Kitchen prep areas are neat and orderly with no signs of insects, rodents or vermin. LPA inspected all storage containers for solid waste and observed they have tight fitting covers that are in good condition and repair. Facility has refrigerators which were inspected, free of any evidence of rodents, vermin or insects.

OUTDOOR PLAY AREAS: Play yard has one (1) large play structure with a three (3) slides and small structure with tunnel. Both structures have foam cushioning to absorb falls that is anchored for stability. There is a canopy area with artificial grass that provides shade to children while at play. Facility also age appropriate outside toys that are in good condition, free of hazards and defects.

RECORDS: All individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. Six (6) children's files and seven (7) staff files were reviewed including the directors file. All staff files have required health screening and Employee Rights and all children files contain Identification & Emergency, Personal Rights, and Medical Consent forms. LPA reviewed the staff and children's roster and obtained a copy. Mandated Reporter Training certificates and CPR/First Aid certificates are current and up to date for all staff members staff. The center is in compliance with the sign in and out procedure Procare and sign in/out sheets were verified. Disaster drills are being conducted monthly and the last one conducted was on 7/31/2024. All required documents are posted in a public accessible area.

This facility provides Incidental Medical Services IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Center Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA referred the Center director to the Department website for lead: Lead Toxicity Prevention and Water Testing Information..

Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.



A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Center Director July Grace Galaraga.
