On October 28, 2024, Licensing Program Analyst (LPA) Lorraine Dacanay Breaux conducted an unannounced 1 Year Required Inspection and met with Facility Representative, Jody Boggs. LPA disclosed the purpose of the inspection and was granted entry into the facility. LPA provided the entrance checklist. There were 22 children present during this inspection and six(6) additional staff members. This center operates Monday – Friday from 8:00 AM – 5:30 PM. The facility was toured inside and out for a health and safety inspection. Facility provides care for children starting at the age of 2 years old.

CLASSROOMS: The three (3) classrooms were inspected. There are adequate play and learning materials available. The floors, furniture, and equipment are age appropriate and in good repair. There is adequate heating/air conditioning, ventilation and lighting. Drinking water is available inside and outside of the center. There is proper individual storage space for each child. LPA observed stacking cots for nap time. The isolation area for sick children is next to the director's desk away from other children in care, until parents pick up. The center has a wired smoke detector, a carbon monoxide detectors (classrooms, tested and functioning), working telephone, pull down fire alarm system, and five (5) fully charged 3A40BC fire extinguishers through out the facility and 1 fully charged 2A10BC fire extinguisher in the kitchen. Per director the facility does not provide transportation.

BATHROOMS AND TOILETING AREAS: The staff's bathroom and children's bathroom are combined. Within in the women's and Men's bathroom there is a larger stall staff for adults. All sinks and faucets are in safe and sanitary operating condition. The children can reach the sinks and toilets. Supplies are available to the children. The diaper changing table is located in the women's restroom.

FOOD SERVICE AREAS: This facility provide lunches and snacks for the children and low-fat milk is being served. The families have the option to sign up for lunch. There are weekly menus posted near the sign in and out sheet and in the classrooms. LPA inspected the kitchen area where they have a refrigerator, the kitchen is shared with the after-school program. All storage containers for solid waste have tight fitting covers that are in good repair.

OUTDOOR PLAY AREAS: There's a small play structure in the larger yard that has cushioning to absorb falls. The play area is fully fenced. There are trees that provides shade to children while at play. The staff will bring out the water cart with disposal cups to keep the children hydrated. LPA Dacanay Breaux did not observe any swimming pools and/or bodies of water. Families supply water bottles. Per director there are no pools/bodies of water at the facility.

RECORDS: All individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. Four (4) children's files and five (5) staff files were reviewed around 11:30 AM. All staff files have required Health Screening, and Employee Rights and all children files contains Personal Rights, Identification and Emergency, and Medical Consent forms. LPA reviewed the facility roster and obtained a copy. At least one opening/ closing staff member has a current CPR & First Aid Certificate. Mandated Reporter Training was discussed, and certificates were reviewed. The center is in compliance with the sign in and out procedure. Disaster drills are being conducted at least once every 6 months and the last one conducted was on 08/14/2024. All required documents are posted in a public accessible area.

HEALTH RELATED SERVICES: There's no IMS being provided at this time and no medication being stored at the facility. The center is equipped with a fully stocked first aid kit that is available in the classrooms.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. California Law requires Child Care Centers licensees to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone to the regional office and written report within seven (7) days from the incident. Roster of the children must be properly maintained, and fire/disaster drill every six months must be documented.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP and obtained a copy.



Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies found during today's inspection. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Appeal Rights provided. Exit interview conducted and report was reviewed with the Director, Jody Boggs.
