32 | Around 8:25 AM, Licensing Program Analyst (LPA) asked the licensee whether she was providing Incidental Medical Services (IMS) to children in care, and the licensee stated that she was not.
LPA discussed the Incidental Medical Services (IMS) policy with the licensee. LPA advised the licensee that when any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA inspected the cabinets and storage areas throughout the on-limits portions of the home, including the living room, dining room, kitchen, day-care room, two bedrooms, and the bathroom adjacent to the day-care room. No hazardous materials, cleaning supplies, medications, or other toxic substances were observed to be accessible to children during today's inspection. LPA tested the dual smoke and carbon monoxide detector and verified that it was functioning properly. The home is equipped with a working telephone, a fully stocked first aid kit, and a fully charged 2A10BC fire extinguisher that meets the standards established by the State Fire Marshal.
The licensee conducts and documents fire and disaster drills at least once every six months. LPA reviewed the drill log and verified that the most recent fire and disaster drill was conducted on June 1, 2026. The licensee has completed the required Health and Safety training, and the licensee's CPR and First Aid certification is current, with an expiration date of August 2027. The licensee also completed the required Mandated Reporter Training on October 3, 2024. LPA reviewed the facility roster and verified that it accurately reflects the children currently enrolled, as well as those no longer attending the facility. The facility maintains a sleep log for children under 24 months of age, and LPA verified that the sleep log is complete and in compliance with licensing requirements. LPA also verified that all required licensing notices and documents are posted in a prominent location and are visible for public review.
At 9:20 AM, LPA inspected the backyard and confirmed that no swimming pools, hot tubs, or other bodies of water were present, in compliance with childcare licensing regulations. The outdoor play area was observed to be fully fenced, free of defects and hazardous conditions, and equipped with age-appropriate play equipment in good repair. Outdoor equipment included water tables, playhouses, slides, building blocks, a sandbox, balls, a basketball hoop and court, tables, chairs, tricycles, scooters, and ride-on toys. A large gazebo provides adequate shade and protection from direct sunlight during outdoor activities. LPA also observed multiple storage sheds secured with locks to prevent children's access to equipment and tools. The backyard contains an in-law unit that is designated as an off-limits area and is inaccessible to children in care.
At 9:45 AM, LPA requested and reviewed the files of five (5) children and one (1) staff member. All children's files contained the required Parent Notification of Additional Children in Care, Identification and Emergency Information, Parent's Rights, and Medical Consent forms. The staff file contained the required health screening documentation, the Statement Acknowledging Requirement to Report Child Abuse, and the Employee Rights form. LPA also reviewed the immunization records for the licensee, staff member, and the children and verified that the licensee is in compliance with the immunization requirements applicable to child care providers.
