On January 16th, 2025, at approximately 12:40pm, Licensing Program Analyst (LPA) April Wright arrived for an unannounced Annual Random inspection and met with Assistant Site Director Esmeralda Magallanes. Present during inspection today were twenty (20) preschool age children and three (3) fingerprint cleared staff personnel. The facility is in ratio today. The center operates AM/PM sessions Monday to Friday 8:00am to 3:30pm.

CLASSROOM(s): Center has one classroom located on the Glankler ELC campus in Classroom 6. This is a Title V facility under Fremont Unified School District located on the Glankler Elementary School/Glankler Early Learning Center campus. There are adequate age-appropriate toys, child appropriate furnishings and equipment as observed by the LPA. The floors and furniture are neat and orderly with no signs of hazards or damage. There is adequate heating/air conditioning, ventilation and lighting for safety and comfort. Drinking water is available inside and outside of the center. There is proper individual storage space for each child. The isolation area for sick children is the library area which is away from other children in care. The center is equipped with a fully stocked first-aid kit available in the classroom. The center has smoke/carbon monoxide detectors, working telephone, and one (1) fully charged 3A40BC fire extinguisher located near the exit door to the play yard. LPA observed and Center Director confirmed that there are no pets, firearms or weapons located in the facility. At least one person trained in CPR/First aid is present at the facility when children are in care.

FOOD SERVICE: This facility provides snacks only to children in care. All storage containers for solid waste have tight fitting covers that are in good repair. Facility has a refrigerator which is clean and free of evidence of rodents, vermin or insects. Sink area was observed by the LPA to be neat and sanitary. Supply cabinets are locked to prevent access to children in care.

BATHROOM(s): Classroom has two (2) bathrooms located in the rear of the classroom that were inspected. LPA observed them to be in safe and in sanitary operating conditions. Faucets, sinks and toilets are in sanitary operating condition as observed by the LPA. Staff bathroom is located near the Glankler school front office which is separate from children's bathrooms. The children are able to reach the sinks and toilets without difficulty. Supplies are available (paper towels/soap) to children in care.

OUTDOOR PLAY AREA: Play yard is shared with the Glankler Elementary School and has a play structure with slide that has foam cushioning to absorb falls and anchored for stability. The playground is fenced and all equipment and surfaces are free from debris or hazards. There is building overhangs for shade during high temperatures while children are at play. LPA observed and Assistant Center Director confirmed there are no pools, hot tubs, or any bodies of water present at the facility. There are age appropriate outside toys and materials for the children.

RECORDS: All individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. Six (6) children's files and four (4) staff files were reviewed including the Director's and assistant site director's file. All staff files have required health screening and Employee Rights and all children files contain Identification & Emergency, Personal Rights and Medical Consent forms. LPA reviewed the facility roster and obtained a copy. Mandated Reporter Training and CPR/First Aid certificates for all staff personnel were reviewed and are up to date. The center is in compliance with the sign in and out procedure via Learning Genie app. Disaster drills are being conducted at least once every 6 months and the last one conducted was on 1/14/25 for the AM session and 10/17/24 the PM Session. All required documents are posted in a public accessible area.



Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives
outlined in PIN 21-21.1-CCP. PIN 22-05-CCP

Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.


A notice of site visit was given and must remain posted for 30 days. Report was read and reviewed with the Assistant On Site Director Esmeralda Magallanes.
