13 | On May 20, 2026, at 4:00 PM, Licensing Program Analyst (LPA) Elimika Woods arrived at the facility unannounced to conclude a complaint investigation regarding the above allegation. LPA informed Facility Director Yakkeling (Jackie) Esquivel of the purpose of the visit and conducted a tour of the facility. Present during the visit were 15 preschool-age children supervised by four (4) staff members.
During the course of the investigation, LPA conducted interviews with staff and the director and made observations.The allegation that unqualified staff provided care and supervision to daycare children is substantiated. This finding is based on interviews and observations conducted during the investigation. During an interview, a teacher’s aide stated that she was left alone in the classroom for approximately one to two minutes while the fully qualified teacher stepped out to retrieve supplies.
Based on the evidence obtained, the preponderance of evidence standard has been met; therefore, the allegation is found to be substantiated.An exit interview was conducted with Facility Director Yakkeling (Jackie) Esquivel. A Notice of Site Visit and Appeal Rights were provided and reviewed. The Notice of Site Visit must remain posted for 30 consecutive days. |
