On June 21st, 2024 at approximately 9:30am, Licensing Program Analyst (LPA) April Wright arrived for an unannounced Annual/Random inspection, and met with Center director Latasha Ware. Present today were 125 toddler and preschool age children and sixteen (16) fingerprint cleared staff members present during the inspection. The facility is in ratio today. The facility was toured for a health and safety inspection. Hours of operation are Monday through Friday, 7:00am to 6:00pm.

CLASSROOMS: Center has eight (8) classrooms of which Classroom three (3) is not in use at time of inspection. There are adequate play and learning materials available in each classroom. All floors are clean and free of visible damage as observed by the LPA. All classroom furniture and equipment are age appropriate and in good repair, free of hazards or damage. There is adequate heating/air conditioning, ventilation and lighting for safety and comfort. Drinking water is available inside and outside of the center. There is proper individual storage space for each child. The isolation area for sick children is the center office and isolation bathroom, which away from other children in care. The center has smoke / carbon detectors, working telephone, and three (3) fully charged 3A40BC fire extinguishers located in lobby area and hallway of the facility. At least one person trained in CPR/First aid is present at the facility when children are present.

BATHROOMS AND DIAPER CHANGING AREAS: The staff's bathroom are located opposite the main office and is separate from the classrooms. All Bathrooms are in sanitary and in good condition. There is one (1) changing station in the classroom 3 for toddlers usage when the classroom is utilized. Classroom 4A/B have changing stations that were inspected by the LPA and were in sanitary condition and free of defects and damage. All four (4) children's restrooms sinks and faucets are in safe and sanitary operating condition. Children can reach the sinks/faucets without difficulty and supplies (soaps, paper towels) are available to the children.

FOOD SERVICE AREAS: This facility provides snack only (am/pm) to children in care. There are weekly snack menus posted at the facility. Facility has optional hot lunch program available for families with menus are posted for public accessible viewing. All storage containers for solid waste have tight fitting covers that are in good repair. Facility has a refrigerator which is clean and free of evidence of rodents, vermin or insects.

OUTDOOR PLAY AREAS: Play yard is separated for toddlers and preschool children which has a schedule for outside play. Toddler play yard has a small play structure with one (1) slide and has grass cushioning underneath. Preschool yard has three structures with three (3) slides that has wood chip/foam cushioning to absorb falls that is anchored for stability. Play yard structures have overhead canopies that provide shade and two (2) metal benches for children to rest while at play. Facility also age appropriate outside toys and bikes that are in good condition, free of defects and damage.

RECORDS: All individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. Ten (10) children's files and seventeen (17) staff files were reviewed including the directors file. All staff files have required Personnel record, health screening and Employee Rights forms and all children files contain Identification & Emergency, Personal Rights and Medical Consent forms. LPA reviewed the facility roster and obtained a copy. CPR/First Aid and Mandated Reporter Training certificates were reviewed and up to date. The center is in compliance with the sign in and out procedure via Procare. Disaster drills are being conducted monthly and the last one conducted was on 6/11/2024. All required documents are posted in a public accessible area.

This facility provides Incidental Medical Services IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Center Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA referred the Center director to the Department website for lead: Lead Toxicity Prevention and Water Testing Information..

Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.



A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Center Director Latasha Ware.
