On January 10th, 2025 at approximately 10:05am, Licensing Program Analyst (LPA) April Wright arrived for an unannounced Annual Random Inspection inspection and met with Center Director Madhuri Patel. Present today were fourteen (14) preschool age children and three (3) fingerprint cleared staff members. The facility was toured for a health and safety inspection. The facility is in ratio today. Hours of operation are Monday through Friday 8:30am to 6:00pm.

CLASSROOMS: Center has one (1) classroom which is divided into two sections for children to utilize for play and activities. There are adequate play and learning materials available. The floors and neat and free of visually hazards and damage. Children's furniture and equipment are age appropriate and in good repair as observed by the LPA. There is adequate heating/air conditioning, ventilation and lighting for safety and comfort. There is proper individual storage space for each child. The isolation area for sick children is the cubicle adjacent to Director's cubicle with chair and nap mat, away from other children in care. The center has smoke/carbon detectors, working telephone, and two (2) fully charged 3A40BC fire extinguishers. LPA observed and Center Director confirmed that there are no pets, firearms or weapons located in the facility. LPA observed and Center Director confirmed there are no pools, hot tubs, or any bodies of water present at the facility. At least one person trained in CPR/First aid is present at the facility when children are in care.

BATHROOMS: Center has two (2) bathrooms that were inspected and LPA observed them to be in safe and in sanitary operating conditions. Staff bathroom is located near the exit to the play area to the right, which is separate from children's restrooms. All sinks and faucets are in safe and sanitary operating condition. Supplies are available (paper towels/soap) to children in care.

FOOD SERVICE: Center provides lunch from outside restaurant and provides snacks daily to children in care. There are monthly menus posted at the facility. LPA inspected all storage containers used for solid waste, all containers have tight fitting covers that are in good repair. Drinking water is available inside and outside of the center and provided through Alhambra Water Service. LPA reviewed delivery statement provided by Center Director.

OUTDOOR PLAY AREA: Play yard is fenced and has a small play structures with grass cushioning to absorb falls. Play yard also has wheeled bikes and outside toys that are clean and in good repair as observed by the LPA. There three (3) large trees in the play yard that per center director are inspected for safety several times a year. Center Director also calls for service of trees when needed. Play yard is shared with the facilities toddler program and there is no commingling with the programs. Outdoor play schedule is posted. Facility currently has no toddler age children enrolled at time of inspection.

RECORDS: All individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. Six (6) children's files and four (4) staff files were reviewed including the Director's file. All staff files have required health screening and Employee Rights and all children files contain Identification & Emergency, Personal Rights and Medical Consent forms. LPA reviewed the facility roster and obtained a copy. Mandated Reporter Training and CPR/First Aid certificates for all staff personnel were reviewed and are up to date. The center is in compliance with the sign in and out procedure via Bright Wheel app. Disaster drills are being conducted at least once every 6 months and the last one conducted was on 12/4/2024. All required documents are posted in a public accessible area.

Center Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives
outlined in PIN 21-21.1-CCP. PIN 22-05-CCP.

Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.


A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Center director Madhuri Patel.
