25 | On March 4, 2026, at 3:00 p.m., Licensing Program Analyst (LPA) Elimika Woods conducted an unannounced Annual/Random Inspection and met with Licensee Porcha Lombard. LPA disclosed the purpose of the visit and conducted a health and safety inspection, touring the facility both inside and outside. Present during the inspection was the licensee’s fingerprint-cleared assistant. Also present were 10 children in care, including four (4) school-age children, four (4) preschool-age children, and two (2) infants. The facility operates Monday through Friday from 6:00 a.m. to 6:00 p.m.
The facility is a two-story leased home consisting of four bedrooms, three bathrooms, a living room, dining room, kitchen, backyard, and attached garage. The home was observed to be clean, orderly, and well maintained. The residence is equipped with centralized heating and ventilation to ensure the safety and comfort of children in care. A safety gate is installed at the bottom of the stairs to prevent children from accessing the upper level of the home. Per the licensee’s statement, there are no firearms or weapons of any kind in the home.
The licensee conducts and documents fire and disaster drills at least once every six months, with the most recent drill conducted on January 22, 2026. The licensee has completed the required Health and Safety training. CPR and First Aid certification is current and expires in June 2026. The licensee also completed Mandated Reporter training on May 24, 2024. The facility roster was reviewed and accurately reflects children currently enrolled and those no longer attending. All required licensing documents are posted and visible for public review.
On-limits areas include the living room, eat-in kitchen, downstairs bathroom, and backyard. The designated isolation area for ill children is the living room area, away from other children in care.
Off-limits areas include the entire upper level of the home, attached garage, and designated backyard storage area. These areas are made inaccessible to children by closed and/or locked doors and visual supervision.
See LIC 809-C for continuation.
