On 06/13/23, Licensing Program Analyst (LPA) Melissa Domantay arrived at the facility for an announced case management inspection. LPA met with Director Ada Sosa. The normal hours of operation are Monday-Friday 8:00am-6pm. An application was received to move from one building to another, with the same address. There are no changes to the outdoor space that was previously licensed. LPA toured the new building for a health and safety inspection, and completed the following measurements:

INDOORS: 1781.14 square feet = 50 children
OUTDOORS: Remains the same from previous measurements.

A fire clearance was received from the Oakland Fire Department, dated 5/15/2023 for 40 preschoolers, ages 2 years to first grade entry.

LPA observed that there is sufficient heating, lighting and ventilation in the classrooms, and the classroom floors and surfaces are clean and free of hazards. The rooms have an ample supply of age appropriate furniture, toys and equipment which appear to be in good condition. LPA did not observe any bodies of water, hazardous items or toxins that would be accessible to children. LPA observed 8 sinks, 2 toilets, and 1 portable toilet for children to utilize. LPA reminded Director a waiver request for the 1 portable toilet should be submitted. There is a separate staff bathroom in the building for staff to utilize. LPA observed waste cans have tight fitting covers. The facility is equipped with multiple fully charged 3A40BC fire extinguishers, carbon monoxide detectors and centralized smoke detection systems. The facility has a working telephone and first aid supplies. Entrance of the facility is by Classroom B and Nap/Rest Area Room. Parent board is located on the outdoor wall of the entrance. Facility utilizes manual sign in/out procedures.

Facility provides PM snacks for children, AM snacks and lunch is provided from home. Facility will provide water for children, water is accessible to children inside and outside. The isolation area will be the cubby/isolation room. There is a kitchen available. There is no stove present in the kitchen.

Director, Ada Sosa is a fully qualified Director with current CPR/First Aid expires on 1/31/2024 and mandated reporter training's completed.

If this facility plans to provide Incidental Medical Services – IMS. A Plan of Operation that includes IMS must be submitted to the Department. Mandated reporter and appeal rights, civil penalties, unusual incident reporting and fingerprint requirements were discussed today. LPAs reviewed responses and provided technical assistance including postings. Licensee is also being informed of the web address (www.ccld.ca.gov) for downloading child care forms, and the director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

The new building license for a capacity of 40 children will be made part of the license, effective today 06/13/23, and can be used when the facility is ready. There are no deficiencies being cited today. A Notice of Site inspection was provided to the Director, Ada Sosa, and an exit interview was conducted.
