Licensing Program Analyst (LPA) Jyoti Saini arrived unannounced to deliver the findings from a complaint investigation regarding the above allegation and met with the Director, Pooja Saraf. At the time of the inspection, the Director and two (2) staff members were present, supervising seven (7) preschool children.
Based on interviews, the facility acknowledged a specific incident in which children were left under the supervision of unqualified staff, resulting in staff operating over ratio.The preponderance of evidence standard has been met; therefore, the allegation is found to be SUBSTANTIATED. California Code of Regulations, Title 22, Division 12, Chapter 1, Section 101216.2 (e) is cited on the attached LIC 9099D

Appeal rights were given.
A notice of the site visit was posted and must remain posted for a period of 30 days.
An exit interview was conducted with Director Puja Saraf.

Based on observations, interviews, and record reviews, the facility did not comply with the section cited above. An individual who does not possess Early Childhood Education (ECE) units was left to supervise children alone, which poses an immediate risk to the health, safety, and personal rights of the children in care.

Licensing Program Analyst (LPA) Jyoti Saini arrived unannounced to deliver the findings from a complaint investigation regarding the above allegation and met with the Director, Pooja Saraf. At the time of the inspection, the Director and two (2) staff members were present, supervising seven (7) preschool children.
Based on interviews, observations, and record reviews, Licensing Program Analyst (LPA) determined that the facility operates two distinct programs on the premises: the Preschool Program (9:00 a.m. – 12:00 p.m. and 12:00 p.m. – 3:00 p.m.) and the Heritage Program (12:00 p.m. – 6:30 p.m.). The facility acknowledged an incident in which a teacher assigned to the Heritage Program was instructed to supervise preschool children.The teacher in question did not possess Early Childhood Education (ECE) units, and therefore did not meet the minimum qualifications required to supervise preschool-aged children, which concludes the Unqualified staff are supervising children alone. The preponderance of evidence standard has been met; therefore, the allegation is found to be SUBSTANTIATED. Licensing Program Analyst (LPA) Jyoti Saini arrived unannounced to deliver the findings from a complaint investigation regarding the above allegation and met with the Director, Pooja Saraf. At the time of the inspection, the Director and two (2) staff members were present, supervising seven (7) preschool children.
Based on interviews, observations, and record reviews, LPA confirmed that all staff working under the preschool license have obtained the required background clearances and are properly associated with the facility. The facility also operates a separate program, the Heritage Program, which is under the jurisdiction of the Department of Education and not the Child Care Licensing Division (CCLD). The licensing regulations and restrictions applicable to licensed child care facilities do not apply to the Heritage Program. Therefore, the allegation may have happened or may be valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegation is found to be 'Unsubstantiated.'

Licensing Program Analyst (LPA) Jyoti Saini arrived unannounced to deliver the findings from a complaint investigation regarding the above allegation and met with the Director, Pooja Saraf. At the time of the inspection, the Director and two (2) staff members were present, supervising seven (7) preschool children.
Based on interviews, observations, and a review of records, LPA determined that all teachers associated with the preschool license have complete personnel records. The facility also operates a separate program, the Heritage Program, which falls under the jurisdiction of the Department of Education and not the Child Care Licensing Division. Therefore, licensing regulations and restrictions applicable to licensed childcare facilities do not apply to the Heritage Program. The allegation Licensee did not maintain staff personnel records may have happened or may be valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegation is found to be 'Unsubstantiated.
