13 | Licensing Program Analyst (LPA) Jyoti Saini arrived unannounced to deliver the findings from a complaint investigation regarding the above allegation and met with the Director, Pooja Saraf. At the time of the inspection, the Director and two (2) staff members were present, supervising seven (7) preschool children.
Based on interviews, observations, and record reviews, Licensing Program Analyst (LPA) determined that the facility operates two distinct programs on the premises: the Preschool Program (9:00 a.m. – 12:00 p.m. and 12:00 p.m. – 3:00 p.m.) and the Heritage Program (12:00 p.m. – 6:30 p.m.). The facility acknowledged an incident in which a teacher assigned to the Heritage Program was instructed to supervise preschool children.The teacher in question did not possess Early Childhood Education (ECE) units, and therefore did not meet the minimum qualifications required to supervise preschool-aged children, which concludes the Unqualified staff are supervising children alone. The preponderance of evidence standard has been met; therefore, the allegation is found to be SUBSTANTIATED.
