Licensing Program Analyst (LPA) Melissa Guirit conducted a room change inspection today, February 2, 2022 for a room change for the toddler component. LPA met with Director, Paul Ovalle. LPAs toured all areas of the facility for a health and safety inspection. There were 5 toddlers and 26 preschool children and 5 teachers at the time of this inspection. The hours of operation are Monday through Friday from 7:00am to 6:00pm. Facility utilizes digital sign/in and out.

The toddler room measurements are as follows:
Indoor: 498.75 sq ft = 14 children

A fire clearance, with a total capacity of 62 children (11 toddlers and 51 preschoolers), was received from the Oakland Fire Department.

LPA observed that the classrooms has sufficient lighting and appears to be clean and in good condition. LPA observed an ample supply of age appropriate activities, equipment, furniture, and are equipped with varied age appropriate materials and equipment. LPA observed outdoor play area is fully fenced and have amply supply of age appropriate activities, equipment, and furniture. LPA observed ample amount of shade for children.

The classroom has a fully charged 3A40BC fire extinguisher, working smoke and carbon monoxide detector, and first aid supplies. There is a working telephone at the center. LPA did not observe any hazardous items that would be accessible to children. Facility will be providing lunch and snacks for children, and facility will provide drinking water to children indoors and outdoors. A specific space in the classroom will be used for ill children as the isolation area.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

If this facility plans to provide Incidental Medical Services – IMS. A Plan of Operation that includes IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm.

Mandated reporter and appeal rights, civil penalties, unusual incident reporting and fingerprint requirements were discussed today. LPAs reviewed responses and provided technical assistance including postings. Licensee is also being informed of the web address (www.ccld.ca.gov) for downloading child care forms, and the director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

A license for a capacity of 62 children (11 toddlers and 51 preschoolers) will be effective today 02/02/2022. The new toddler room can be used when the facility is ready. There are no deficiencies being cited today. A Notice of Site inspection was provided to Director Paul Ovalle, and an exit interview was conducted.
