On July 27, 2021, Licensing Program Analysts (LPAs) Melissa Domantay and Melissa Guirit arrived at the center for an unannounced random inspection. LPAs met with the director, Mariamelia Elias. There were 16 preschoolers and 5 staff members also present. The facility's operating hours are from 7:00 AM to 6:00 PM. There are Covid-19 postings, temperature check station by front doors of facility. Facility utilizes paper sign in and out method.

LPAs completed an inspection of the areas used by the preschool program, to conduct a health and safety inspection. The outdoor area is fully fenced and there are trees and overhangs to provide shade. The outdoor area has a lower play area and an upper play area and LPAs did not observe any defects or dangerous conditions in any of the areas. The play structures are secure and there is sufficient cushioning underneath to absorb a fall. There is a sufficient amount of toys and activities outdoors, which are appropriate and in good condition.

LPAs did not observe any bodies of water, hazardous items, toxins or medication that will be accessible to children. The center has fully stocked first aid kits, functioning telephone, fully charged 3A40BC fire extinguishers, pull down fire alarms, and a combination centralized smoke/carbon monoxide detection system.

Heating, lighting and ventilation in each area was sufficient for the safety and comfort of children and staff. LPAs observed that all of the classroom floors, surfaces, furniture and equipment are clean, in good condition and safe. The furniture, equipment, toys and activities are age appropriate and there is an ample supply available for the number of children in care. There is a sufficient amount of storage space for children's belongings. All disinfectants, cleaning solutions and medications are stored in areas that are inaccessible to children.

During today's inspection there are 8 toilets and 8 sinks that are accessible to children, and in sanitary and operational condition. LPAs observed that all containers used for solid wastes had tight fitting covers on them were in good repair. Isolation area for sick children is the Director's Office.

Drinking water jugs are available to children both indoors and outdoors. Facility provides children with snacks during the morning and afternoon and children bring their lunch from home. LPAs observed that all required forms are posted and visible for public review, including the AM and PM snack which is dated at least a week in advance. The center is in compliance with the sign in and out procedures. Per director, there are no firearms stored on the premises. LPAs reviewed the fire/disaster drill log and it indicates the last drills were conducted on 03/25/2021.

Director qualifications packet for Mariamelia Elias was reviewed and she is a fully qualified director. Mandated Reporter Certificate expires 12/2021 and CPR/First aid expires 8/25/2022.

LPAs obtained copy of personnel report and children's roster.

Mandated reporter and appeal rights, civil penalties, unusual incident reporting and fingerprint requirements were discussed today. Licensee is also being informed of the web address (www.ccld.ca.gov) for downloading child care forms, and the director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

Zero Tolerance policies were explained. Notice of Site Visit form was provided and posted.
The center was found to be clean, safe, sanitary and in good repair. There are no deficiencies cited during this visit.

A copy of this report, appeal rights, and notice of site visit was provided to the Director.
An exit interview was conducted with Director Mariamelia Elias.
