On 3/16/22, Licensing Program Manager (LPM) Loretta Dyson arrived at the center for an unannounced prelicensing inspection. LPM met with Boris Alvarado, the center director. The facility submitted an application for a new preschool license, with a requested capacity of 24. This will be a combination center, also licensed for an infant component with a capacity of 18. The preschool component will operate in two classrooms, Preschool 1 and Preschool 2, Monday - Friday 7:45am - 5:30pm, but will temporarily operate Monday - Friday 8 am-5 pm.

LPM toured all areas that will be used by children to conduct a health and safety inspection. LPM confirmed that there have been no changes to the facility, which would cause a change in the square footage, so the following measurements taken during the original prelicensing inspection on 7/23/14 will be used:

INDOORS: 1396.0656 square feet = 39 children
OUTDOORS: 2275.817 square feet = 30 children
A fire clearance, with an approved capacity of 24 preschoolers, was received from the UC Berkeley Fire Department.

LPM observed that both rooms have sufficient heating, lighting and ventilation and the floors and surfaces are clean and free of hazards. LPM observed an ample supply of age appropriate furniture, equipment, toys and activities. There are 4 toilets and 4 sinks available for children. There are separate bathrooms available for staff. The staff bathrooms and the director's office will be used for the isolation of sick children. The facility provides meals to children, which are delivered from the University, per the approved waiver. LPM observed that the kitchen area is clean and well equipped, and there is no food stored with cleaning supplies. There are water pitchers available both indoors and outdoors, and children will have individual cups to be filled whenever they would like. The facility uses sign in/out sheets for parents to sign children in and out daily, and is conducting daily inspections for illness with children and staff.

The facility is equipped with 4A60BC fire extinguishers, a centralized smoke and sprinkler system, working carbon monoxide detectors, pull down fire alarm, working telephone, and first aid supplies. LPM did not observe any hazardous items, toxins, bodies of water or medication that would be accessible to children today. The outdoor play area is fully fenced and there is an ample supply of age appropriate toys and activities, which are in good condition. There is shade provided from the canopies. There is a sand pit area and the center uses a tarp to cover it when not in use, and checks it for debris daily. LPM did not observe any defects or dangerous conditions on the playground. The play structures are age appropriate and have sufficient cushioning underneath to absorb a fall.

Documents have been received and reviewed, to verify that Boris Alvarado, qualifies as a preschool director, and has met all training requirements. LPM observed all required postings on the board just inside of the front door, where it can be viewed by the public.

The director was reminded about the Incidental Medical Services (IMS) policy. The applicant was reminded that whenever any IMS is provided, a Plan of Operation that includes IMS has been submitted to the Department. The director was advised to review information related to applicable regulations on Licensing’s website at www.ccld.ca.gov. LPM reminded the director to adhere to all requirements within the regulations at all times including supervision, personal rights, unusual incident and injury reporting, ratio, staff qualifications, and criminal record clearance and association requirements. The director was encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. LPM reminded the director that the mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

This facility will be licensed for a preschool program with a total capacity of 24 preschool children, effective today 3/16/22. This report will remain on file for 3 years. An exit interview was conducted with the director, and a copy of the report and appeal rights were provided.
