On 06/22/22, Licensing Program Analyst (LPA) Melissa Guirit conducted a Pre-Licensing inspection today, for a change of Ownership. LPA met with Applicant, Veronica Carranza and Director Rosa Gonzales. LPA toured all areas of the facility for a health and safety inspection. 23 children and 4 staff were present at the time of this inspection. The hours of operation are Monday to Friday 7:30 AM to 6:00 PM. Facility utilize both electronic and paper sign in/out. Per applicant and Director, all measurements and rooms remain the same from previous ownership.

A fire clearance, with a total capacity of 30, was received from the Alameda City Fire Department on 05/31/22. A clearance for 30 preschoolers ages 2 years to first grade entry.

LPA observed that the classrooms has sufficient lighting and appears to be clean and in good condition. There are 2 toilets and 2 sinks for children to utilize. LPA observed an ample supply of age appropriate activities, equipment, furniture, and are equipped with varied age appropriate materials and equipment. LPA observed the backyard play yard. It is fully fenced and has ample supply of age appropriate activities, equipment, and furniture. There is sufficient cushion to absorb a child's fall under the play structures and play areas. LPA observed ample amount of shade for children.

The building has a fully charged 3A40BC fire extinguisher in each classroom, working carbon monoxide and smoke detectors, and first aid supplies. There is a working telephone at the center. LPA did not observe any hazardous items that would be accessible to children.

Per Director, AM and PM snacks are provided for children, children will be bringing their own lunches and personal reusable water bottles, with water still accessible to children inside and outside. The isolation area will be in the front left side room.

Rosa Gonzales is a fully qualified Director with current CPR/FA and mandated reporter training's completed. Mandated Reporter training is current and completed.

If this facility plans to provide Incidental Medical Services – IMS. A Plan of Operation that includes IMS must be submitted to the Department. Mandated reporter and appeal rights, civil penalties, unusual incident reporting and fingerprint requirements were discussed today. LPAs reviewed responses and provided technical assistance including postings. Licensee is also being informed of the web address (www.ccld.ca.gov) for downloading child care forms, and the director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

Preschool license for a capacity of 30 preschool children is effective today 06/22/22, and can be used when the facility is ready. There are no deficiencies being cited today. A Notice of Site inspection was provided to Director, Rosa Gonzales and Applicant, Veronica Carranza and an exit interview was conducted.
