25 | Licensing Program Analyst (LPA) Jyoti Saini conducted an unannounced Annual Random Inspection with Licensee Oxana Lokteva. LPA disclosed the purpose of the inspection and was granted entry into the facility by the licensee. Present during the inspection were the Licensee and a helper, supervising six (6) preschoolers. The home is a single-story home with three bedrooms, two bathrooms, a living room, kitchen, dining room, garage, and backyard. The hours of operation are from 8:00 AM to 6:00 PM, Monday through Friday. The facility has liability insurance through Markel Insurance.On-Limit Areas: Living room (main play area), dining room, master bedroom (nap room), the bathroom located at the end of the hallway, and the backyard.
Off-Limit Areas: Kitchen, Bedrooms #1 and #2 (on the right-hand side of the hallway), the bathroom located inside the master bedroom, and the garage. These off-limit areas are made inaccessible to children through locked doors, safety gates, and visual supervision. The daycare area is clean, orderly, and equipped with age-appropriate toys. The home has a working telephone, a functional smoke and carbon monoxide detector, and a fire extinguisher that meets the minimum requirements. During the inspection, LPA did not observe any bodies of water. The fireplace in the living room is screened to prevent access by children. The licensee confirmed that no firearms are stored on the premises. There are child-sized tables and chairs available for snacks and activities. Each child has an assigned bed, and according to the provider, the blankets and sheets are washed weekly. The backyard serves as the designated outdoor play area, equipped with tricycles, a playhouse, a trampoline, a swing set, a caterpillar play structure, picnic tables, and many other age-appropriate equipment. The licensee mentioned that only two children are allowed on the trampoline at a time. LPA advised the licensee to comply with the manufacturer's instructions for the trampoline, including any supervision requirements, if daycare children use it. LPA inspected the swing set in the play yard, which is securely anchored. The licensee and helper both have current Mandated Reporter certificates on file. The licensee provides daily snacks and meals to the children. LPA reviewed the children's files, which are complete and up to date. All required postings are properly posted.The log indicates that the last Emergency Drill was conducted in October 2024. The licensee provides care only to children aged 2 years and older. LPA discussed safe sleep guidelines with the licensee if the licensee decides to provide care for infants in the future and referred the licensee to check the department's website for updated safe sleep guidelines.
