13 | On May 19, 2026 Licensing Program Analysts (LPAs) Tasha Alexander and Jamel Maiwandi conducted a subsequent follow up inspection to deliver the findings to a complaint investigation. LPAs met with licensee Milcah Gaskins and explained the purpose of today’s visit.
Present along with licensee were two assistants, four infants and five preschoolers in care. On LPAs last visit, an interview was conducted with the licensee and documents were received. Complaint statement alleges licensee allowed day care children in off limit areas. Further investigation was conducted and It was discovered that during an inspection on January 30, 2026, the facility was over capacity, in effort to avoid a citation, children were taken to the off-limits basement.
Based on LPAs observations and interviews which were conducted and record reviews, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. California Code of Regulations, Title 22, Division 12, Chapter 13, 102416.3 are being cited on the attached LIC. 9099D.
