On May 19, 2026 Licensing Program Analysts (LPAs) Tasha Alexander and Jamel Maiwandi conducted a subsequent follow up inspection to deliver the findings to a complaint investigation. LPAs met with licensee Milcah Gaskins and explained the purpose of today’s visit.
Present along with licensee were two assistants, four infants and five preschoolers in care. On LPAs last visit, an interview was conducted with the licensee and documents were received. Complaint statement alleges that the facility operates out of ratio, with the majority of the children being under 2 years of age. Further investigation has been conducted, and it was discovered that the facility has been operating out of ratio on multiple occasions, and on 3/17/2026 the facility was out of ratio with at least 5 infants in care which is a violation and poses a potential health and safety risk.

Based on LPAs observations and interviews which were conducted and record reviews, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. California Code of Regulations, Title 22, division 12, Chapter 3,are being cited on the attached LIC. 9099D.

(d) For a Large Family Child Care Home, the maximum number of children for whom care may be provided at any one time when there is an assistant provider in the home, including children under age 10 who reside at the licensee's home and the assistant provider's children under age 10, shall be either:

(2) More than twelve and up to fourteen children only if the criteria in Section 1597.465 of the Health and Safety Code are met.
(b) No more than three infants are cared for during any time when more than 12 children are being cared for.
This requirement is not met as evidenced by interviews and record reviews which revealed on 3/17/26 the facility was out of ratio with at least 5 infants in care. This poses a potential health and safety risk to children in care.

Present along with licensee were two assistants, four infants and five preschoolers in care. On LPAs last visit, an interview was conducted with the licensee and documents were received. Further investigation has been conducted and LPAs were unable to obtain evidence to prove or disprove if the licensee is not keeping accurate children’s records.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated.

On May 19, 2026 Licensing Program Analysts (LPAs) Tasha Alexander and Jamel Maiwandi conducted a subsequent follow up inspection to deliver the findings to a complaint investigation. LPAs met with licensee Milcah Gaskins and explained the purpose of today’s visit.

Present along with licensee were two assistants, four infants and five preschoolers in care. On LPAs last visit, an interview was conducted with the licensee and documents were received. Complaint statement alleges licensee allowed day care children in off limit areas. Further investigation was conducted and It was discovered that during an inspection on January 30, 2026, the facility was over capacity, in effort to avoid a citation, children were taken to the off-limits basement.

Based on LPAs observations and interviews which were conducted and record reviews, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. California Code of Regulations, Title 22, Division 12, Chapter 13, 102416.3 are being cited on the attached LIC. 9099D.

Licensee will request an inspection prior to providing care and supervision in any identified off limits area. On May 19, 2026 Licensing Program Analysts (LPAs) Tasha Alexander and Jamel Maiwandi conducted a subsequent follow up inspection to deliver the findings to a complaint investigation. LPAs met with licensee Milcah Gaskins and explained the purpose of today’s visit.

Complaint alleges licensee did not ensure day care children were provided appropriate sleeping arrangements. It was alleged that children were being made to sleep in a bathroom. During a Case Management inspection on March 19, 2026, a child was sleeping in a playpen inside of the bathroom. The violation was discussed and a citation was issued on this day. The licensee has since corrected the violation and was issued a clearance. Today, upon arrival the licensee is complying.
Although the allegation was found to be true and is SUBSTANTIATED, the licensee has not repeated the violation and there will be no plan of correction issued today.
