On 11/19/2024 at 2:00 PM Licensing Program Analyst (LPA) Janai McClain met with Licensee Tonja Primas for an Unannounced Capacity Increase Inspection. Present during the inspection were two infants and five preschool age children in care. The facility operates Monday-Friday 7:30 AM-5:30 PM.

LPA toured the facility to conduct a Health and Safety inspection. The facility is a one story home with two bedrooms and one bathroom, which was observed to be neat and clean, with heating and ventilation for the safety and comfort of children in care. The Isolation area is the couch in the living room.

On Limit areas: Living room, kitchen, dining room, bathroom, laundry room, and fully fenced backyard.

Off- Limit areas: all bedrooms

The off-limit areas will be made inaccessible by gates, closed and/or locked doors and visual supervision. There are no pools, hot tubs or any other bodies of water present in the on-limit areas during today's inspection. LPA did not observe any hazardous materials or toxins accessible to children during today’s inspection. There are ample age appropriate toys that appear to be safe and in good condition.

The home has a fully charged 3A40BC fire extinguisher, a working smoke detector, a working carbon monoxide detector, and telephone. There's a pull down fire alarm in the dining room. There’s a wall heater in the living room with a gate to prevent access.

This home was granted a fire clearance on 11/15/24 from the Oakland Fire Department.

Applicants CPR and first aid certificate expires 8/2026. Applicant has completed the Mandated Reporter training on 8/13/2023.

Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.


All documents have been reviewed for the increase of capacity application. The Licensee was reminded that an assistant is needed with a large family child care home license, and whenever an assistant is not present, the licensee will comply with the capacity requirements for a small family child care home.



As of 11/19/24 the home has been approved to operate as a large family day care license.

Exit interview conducted and report was reviewed with the Licensee Tonja Primas. Appeal Rights provided.

Notice of Site Visit must remain posted for 30 days.
