On 08/24/2022 Licensing Program Analyst (LPA) Arminder Singh met with Licensee, Silvia Rodriguez and her fingerprint cleared assistant and explained the purpose of today's visit. There are 7 children present today. LPA reviewed records of three (3) children's today (C1-C3). All files included Licensing documents per regulation. The home was toured to conduct a health and safety inspection. The Licensee's hours of operation are Monday-Friday, 8:00AM-5:00PM. Licensee has a working telephone in the home.

The home is a single story apartment, which is neat and clean with heating and ventilation for safety and comfort. The home consists of a living room, kitchen, 5 bedrooms, 2 bathrooms, main activity/classroom with small kitchen area, and fully fenced front yard.

OFF LIMIT AREAS are the room immediately to the left of the child care entrance, which is used as storage for supplies and toys, the living room, the two bedrooms and bathroom that are located close to the kitchen, and the kitchen which will be inaccessible by gate, closed and/or locked doors and visual supervision at all times.

ON LIMIT AREAS are the bathroom located directly across the child care entrance, the room adjacent to the on limits bathroom, and the room adjacent to the living room. The ISOLATION AREA will be the area close to the entry way to the child care rooms.

Licensee states there are no firearms in the home. Licensee does not have any pets. Isolation area will be the front of the classroom area closer to front entrance of home. Licensee understands that while child is in isolation area there should be 100% visual supervision at all times. Licensee does have a fully stocked first aid kid.

The home is sanitary, safe and orderly, with central heating and ventilation for safety and comfort. LPA observed required Postings on the wall. LPA observed: fully charged 3A40BC fire extinguisher, working smoke and carbon monoxide detector. Medicines, cleaning products, sharp objects are stored inaccessible to children in cabinets and out of reach of children. LPA reminded Licensee that smoking, baby walkers, bouncers, jumpers and similar items are not allowed in family child care homes.

Outdoor Play Area: Outdoor play area is the fenced front yard where visual supervision will be required at all times. The outdoor play area is free from defects or dangerous conditions. There are ample age appropriate toys that are safe and appear to be clean and in good repair. There are no pools, hot tubs or any other bodies of water. LPA did not observe any hazardous materials or toxins accessible to children today.

The Licensee has current CPR and First Aid certification and expires on 06/2023. LPA reminded Licensee that the mandated reporter training certificates are to be renewed every two years. Licensee was reminded that fire/disaster drills are to be conducted every six months..

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensees of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

There were no deficiencies in today's visit.

A notice of site visit was given and must remain posted for 30 days.

Exit interview was conducted and report was reviewed with the Licensee, Silvia Rodriguez.
