On 12/16/2024 at 11:20am, Licensing Program Analyst (LPA) Catherine Fernandes met with Licensee's fingerprint cleared staff member for an Unannounced Random Inspection. Licensee Ge Lui arrived 15 minutes later. There were 12 preschoolers present during the inspection and one additional staff member. Licensee’s facility was toured for a health and safety inspection, the facility operates 8:00am – 5:30pm, Monday - Friday.
The facility the lower lever of the house that consists of four separate rooms and two bathrooms. The entrance to the day care is on the left side of the house. The inside of the facility were observed to be clean, and neat with age-appropriate materials for the children. All toxins, cleaning products, medications, and hazardous materials were observed to be in inaccessible areas. Licensee stated there are no firearms or pets in the facility. LPA did not observe any bodies of water in or around house.
ON LIMITS AREA: The main room, the kitchen area, the bathroom near the kitchen and the three rooms that connect to the main area.
OFF LIMITS AREA: the bathroom connected to one of the rooms which will be inaccessible by closed and/or locked doors or visual supervision.
ISOLATION AREA: in the back room
The facility has a fully charged 3A40BC fire extinguisher in the entrance way, a working smoke detector in the hallway and a carbon monoxide detector located in the kitchen. Licensee has a working cellphone, a push button alarm in the entryway and all required forms are posted and visible for public view. The licensee conducts and documents fire and disaster drills, the last drill was on conducted on 5/3/24, Licensee was reminded that disaster drills should be done every six months. The Licensee's CPR and First Aid certificate is current and expires on 3/2025. LPA reviewed six children’s files and three staff files and obtained a current copy of the facility roster.

While reviewing staff files LPA observed three out of three staff members do have immunization records and the required mandated reporter training.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. CPR/First Aid and Mandated Reporter training is also renewed every two years. Baby bouncers & drop-down cribs are not allowed at the day-care facility. Roster of the children must be properly maintained and fire/disaster drill every six months must be documented. The licensee is reminded any structural changes to the home or additions to the child care facility must be reported to Community Care Licensing.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

See 809D for deficiencies cited during today's inspection.



A notice of site visit was given and must remain posted for 30 days.
