Licensing Program Analyst Lisa Dyer conducted an announced pre-licensing inspection. Present were the applicant, his wife and infant child.
Facility Location: At 9:20 a.m., the following was observed: The home was toured and consists of 3 bedrooms, 2 bathrooms, living room, converted garage, dining room, kitchen and backyard. Applicant will be utilizing the living room, dining room, kitchen and the bathroom for his day care area. Off limits areas are 3 bedrooms, one bathroom and the converted garage. These areas will be inaccessible by closed and/or locked doors; door knob covers; gates and visual supervision. Isolation area for sick children will be in the living room on the sofa. There are no toxins accessible today. There is a working smoke detector (tested), carbon monoxide detector and a first aid kit. Home is neat and clean, with heating and ventilation for safety and comfort. Children will sleep on mats. There are toys and play space available. There are 2 fingerprint cleared adults that live in the home. Fireplace is screened and locked. Firearms at the facility are in a locked safe, and ammunition is stored separately. Applicant has a cell phone.

Backyard is a large area that has been sectioned into 4 by the applicant. In one area children can play, ride bicycles, view plants, play with building toys, and eat meals. Also included in this section is a golf driving range, seating area, plants, soccer field and a water fixture This area is on-limits.
A second area consists of a large area that at one time had a garden. There are plants, rocks and a water fixture. This area is off limits.
The third area consists of an open enclosure and a shed that houses 2 alpacas, 1 duck, and 2 chickens. Other pets consist of 1 cat. This area will also be off limits to children.
The fourth area has swings, a mini-trampoline, a seating area, plants, and a rope climbing ladder. This area is also off limits.

Because of the large backyard area the applicant was instructed to watch children at all times when they are outdoors. (continued)

Training: Applicant has completed Preventative Health Training, CPR/First Aid Training, Mandated Reporter Training. The applicant is the owner of the property, and verification was viewed.
Technical Assistance During Inspection: LPA reviewed with applicant the LIC 311D, Forms/Records To Keep In Your Family Child Care Homes, children's forms/records, facility forms/records, and information to be posted.
Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/(800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm.
Applicant was instructed to conduct and document periodic fire and disaster drills. Discipline methods were discussed. Applicant was instructed that spanking is not allowed. Proposed hours of operation: 8:00 am - 5:00 pm. LPA discussed the safe sleep regulations with the applicant, and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the Unites States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
The handout, "A Child Care Provider's Guide to Safe Sleep" was provided and discussed. Applicant was informed that baby bouncers, johnny jumpers, and saucer chairs were not allowed in the home;

Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Also discussed: children in parked vehicles; substitutes; training videos; changes to the facility; large family child care homes, fingerprinting/association; advertisements; on-limit areas, smoking and Zero Tolerance Regulations. Applicant was reminded that Mandated Child Abuse Training, as well as First Aid/CPR training is required to be completed every 2 years. (continued)

It was specifically discussed with the applicant that the garage cannot not be used for the child care.

Applicant was given Title 22 regulations, and was requested to enroll in Guardian Background Check to manage their employee roster and manage the background check process.

The applicant was requested to complete the following items prior to the issuance of a license:
1. Add a lock to the bathroom cabinet with items hazardous to children inside.
2. Switch items in bathroom cabinet to a higher shelf so children cannot reach them.
3. Obtain a 2-A 10 BC or higher fire extinguisher.
4. Place rocks in the water fixture to make area safe for children.
5. Place rocks in the waterfall and remove water to make area safe for children.
6. Place secondary lock on alpaca enclosure to insure alpacas cannot exit caged area.
7. Add door knob cover to bedroom door.

Applicant states that items will be completed within 30 calendar days. (Additional items may be requested). Exit interview conducted. Applicant was given appeal rights.
