On 12/21/22 at 9:10 AM Licensing Program Analyst (LPA) Michelle Sutton conducted an unannounced Case Management inspection for a change of capacity at Yalin Miller Family Childcare Home. LPA met with Yalin and explained the purpose of today's inspection. LPA was granted the inspection authority to enter the Home. The family childcare home days and hours are Monday to Friday 7:00 AM to 6:00 PM. Present in the home at time of inspection were licensee, licensee's mother and 1 preschool child. Licensee is in compliance for the maximum licensed capacity and ratio for a Small Family Child Care Home.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

INDOOR SPACE: LPA toured the indoor space of the home. The home consists of living room, dinning room, kitchen, garage, backyard, 2 bedrooms and 1 bathroom.


IN-USE AREAS: Living room (play room), dining room, kitchen, laundry room, bathroom and backyard (play yard).
OFF-LIMIT AREAS: Bedroom 1, Bedroom 2, side yard, and garage. Licensee has child proof doorknobs on all off-limit doors and safety gates.
OUTDOOR SPACE: LPA toured the outdoor area (backyard). LPA observed the backyard was fully fenced and garage is next to play yard that is inaccessible to children with locked fence. There are no water bodies in play yard.

LPA observed: fully charged 3A40BC fire extinguisher, working smoke and carbon monoxide detector. Medicines, cleaning products, sharp objects are stored inaccessible to children in cabinets with latches. LPA reminded licensee that smoking, baby walkers, bouncers, jumpers and similar items are not allowed in family childcare homes. Licensee states that there is 1 dog, no arms and ammunition stored in the home. Children files and Facility files were reviewed. Facility contained Children's Roster, Licensee’s mandated reporter training, pediatric CPR and first aid, immunization against influenza, pertussis, measles and influenza vaccination verification. Licensee was granted clearance from the Oakland Fire department for an increase in capacity 12/13/22.

This facility provides Incidental Medical Services- IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Yalin Miller. Licensee is granted approval for a Large Family Childcare home.
