A Prelicensing Visit was conducted today by Licensing Program Analysts (LPAs), Melissa Domantay and Melissa Guirit. LPAs met with Applicant/Director Kristen Davis. The applicant submitted an application for an infant license. A health and safety inspection was conducted inside and outside. The center has also applied for a preschool program with toddler option on-site (license #013423727). The infant program will operate in 3 classrooms, Monday to Friday from 7:00am-6:00pm. The measurements are as follows:

INDOORS: 412.81 square feet = 12 children
OUTDOORS : 4033.81 square feet = 57 children
A fire clearance, with a total capacity of 17 infants, ages birth to 24 months was received from the Oakland Fire Department.

Infant classrooms is equipped with varied age appropriate materials and equipment. The infant program will not be serving crib-aged infants. The diaper changing counters are within arms reach of a sink. There is 2 sinks available in the infant changing area. Play yard will be shared between infants and preschoolers and toddlers, Applicant will provide a play yard schedule for each program to make sure infant and preschoolers, and toddlers do not commingle. The yard is fenced in all around. Infants will utilize play yard except the play structure. Infant families will provide food for infants. There is a kitchen available. Facility will utilize electronic sign in/out.

The facility has a fully charged 3A40BC fire extinguisher, working fire alarm and carbon monoxide detector, and first aid supplies. There is a working telephone at the center.

The isolation area will be in a corner of the infant classroom.

Applicant Kristen Davis is considered a qualified Director with site supervisor permit, which expires 5/1/2026 with current CPR/First Aid, which expires 12/19/2022 and mandated reporter training's completed. Mandated Reporter training is current and completed, expires on 3/2024.

If this facility plans to provide Incidental Medical Services – IMS. A Plan of Operation that includes IMS must be submitted to the Department. Mandated reporter and appeal rights, civil penalties, unusual incident reporting and fingerprint requirements were discussed today. LPAs reviewed responses and provided technical assistance including postings. Licensee is also being informed of the web address (www.ccld.ca.gov) for downloading child care forms, and the director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

Infant license is pending for a capacity of 12 infants awaiting updated fire clearance, There are no deficiencies being cited today. A Notice of Site inspection was provided to Applicant/Director Kristen, an exit interview was conducted.
