On 07/01/2022, Licensing Program Analyst (LPA) Melissa Guirit conducted a Pre-Licensing inspection for a change of location. LPA met with Executive Director, Deborah McFadden. LPA and Director toured all areas of the facility for a health and safety inspection. No children were present at the time of this inspection. The hours of operation are Monday to Friday 7:00 AM to 6:00 PM. Facility will utilize paper sign in/out.

Measurements are as follows:
Indoor: 772.45 sq ft. = 22 children
Outdoor: 650.86 sq. ft = 9 children; facility will not be having crib age children

A fire clearance, with a total of 18 children, 3 infants and 15 toddlers was received from the Oakland Fire Department on 6/17/22.

LPA observed that the classrooms has sufficient lighting and appears to be clean and in good condition. There are 2 toilets and 2 sinks for children to utilize. A waiver to share the bathroom for potty training shall be requested. The changing table is within arm's reach of a sink. LPA observed an ample supply of age appropriate activities, equipment, furniture, and are equipped with varied age appropriate materials and equipment. Outdoor play area is fully fenced and appears to be safe and in good condition. Facility will need to request a waiver to have the children on rotation for outdoor play time.

The building has a fully charged 3A40BC fire extinguishers, working smoke detector, carbon monoxide detector and first aid supplies. There is a working telephone at the center. LPA did not observe any hazardous items that would be accessible to children. Per applicant, if infants are enrolled, milk/formula will be brought from home.

Site supervisor, Lois Fears is a fully qualified preschool/infant director.

If this facility plans to provide Incidental Medical Services – IMS. A Plan of Operation that includes IMS must be submitted to the Department. Mandated reporter and appeal rights, civil penalties, unusual incident reporting and fingerprint requirements were discussed today. LPA reviewed responses and provided technical assistance including postings. Licensee is also being informed of the web address (www.ccld.ca.gov) for downloading child care forms, and the director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

A provisional infant license will be given for a capacity of 3 infants and 15 toddlers effective today, 07/01/22. This license shall be valid for 90 days. There are no deficiencies being cited today and exit interview conducted with Deborah McFadden.
