On 07/01/2022, Licensing Program Analyst (LPA) Melissa Guirit conducted a Pre-Licensing inspection for a change of location. LPA met with Executive Director, Deborah McFadden. LPA and Director toured all areas of the facility for a health and safety inspection. No children were present at the time of this inspection. The hours of operation are Monday to Friday 7:00 AM to 6:00 PM. Facility will be utilizing paper sign/in out.
Measurements are as follows:
Indoor: 1,476.59 sq ft. = 42 children
Outdoor: 1,612.72 sq ft. = 21 children
A fire clearance, with a total of 44 children, was received from the Oakland Fire Department on 6/17/22.

LPA observed that the classrooms has sufficient lighting and appears to be clean and in good condition. There are 2 toilets and 2 sinks for children to utilize. A waiver to share the bathroom shall be requested. LPA observed an ample supply of age appropriate activities, equipment, furniture, and are equipped with varied age appropriate materials and equipment. LPA observed outdoor play area, they are fully fenced and have ample supply of age appropriate activities, equipment, and furniture. In addition to the outdoor play area, facility will also designated an indoor space for the preschool component as a part of their outdoor space. Facility must request a waiver for the outdoor play space rotation. LPA observed ample amount of shade for children.

The building has a fully charged 3A40BC fire extinguishers, working smoke detector, carbon monoxide detector and first aid supplies. There is a working telephone at the center. LPA did not observe any hazardous items that would be accessible to children. Per Director, breakfast, snacks, and lunch will be provided by the center. Water will also be available for children indoors and outdoors. The isolation area will be in the corner by the preschool room entry way.

Site supervisor, Lois Fears, is a qualified preschool/infant director.

If this facility plans to provide Incidental Medical Services – IMS. A Plan of Operation that includes IMS must be submitted to the Department. Mandated reporter and appeal rights, civil penalties, unusual incident reporting and fingerprint requirements were discussed today. LPAs reviewed responses and provided technical assistance including postings. Licensee is also being informed of the web address (www.ccld.ca.gov) for downloading child care forms, and the director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

A provisional license for preschool with a capacity of 30 children is effective today, 07/01/22. This license shall be valid for 90 days. There are no deficiencies being cited today and exit interview conducted with Deborah McFadden.
