On Friday, December 15, 2023, at 9:05 AM, Licensing Program Manager, (LPM) Mai Lor, and Licensing Program Analyst, (LPA) Caroline Colson met with Laetitia Medrano, and Sade Brown, Director, for the purpose of an announced change of location and increase in capacity prelicensing inspection. The applicant request for a Preschool Component to serve 25 preschool children ages 2 years old to first grade, an Infant Component to serve 10 infants, ages 0-24 months and a Toddler Component to serve 17 toddlers ages 18-36 months for a total of 52 children. A health and safety inspection in all areas accessible to children. There are no children present. The program will operate Monday through Friday from 8:00 AM to 5:30 PM.

Physical Plant: The facility is a two story (2) story building with one large classroom for the Preschool Component, three (3) classrooms which includes the Infant Component, Toddler Component and a separate infant napping space with 4 cribs for the younger infants. The second floor is inaccessible to children. There are four toilets with four sinks for the entire facility. There is adequate heating, lighting, and ventilation. There are no cleaning solutions, chemicals, or other hazards accessible to children. Per Applicant, there are no weapons at the facility.

Classrooms: Furniture and equipment are age appropriate and in good repair. There are separate storage areas for children’s belongings. Applicant stated she will be using an uncontaminated container for drinking water. Children will take naps at facility. There is an adequate supply of cots available for all children. Bedding materials will be washed every Friday by parents. There is a first aid kit available. Applicant was reminded to purchase scissors, antiseptic solution, thermometer and tweezers for all first aid kits. The facility will provide breakfast, lunch and a snack daily. The menu is posted for review.

Restrooms: Toilets and sinks are operable. There is soap, toilet paper and paper towels for sanitary use. There is one changing table with a changing pad located in the first bathroom near the napping room.

Classroom measurements:
LPA measured the preschool classroom. The indoor total measurements are 986.33 which will accommodate Applicant’s request for 25 Preschool children. LPA measured both Infant and Toddler classrooms. The indoor total measurements are 933.48 square feet which will accommodate Applicant’s request for 10 infants and 17 toddlers.

There are 4 toilets and 4 sinks for both programs. Children will use the staff's bathroom and director's office for the isolation areas.

Outdoor Activity Space:
There is an outdoor play area has a wooden fence to separate from the other program. There is enough age-appropriate equipment and toys. The play structure was used from a previous licensed preschool facility. The play structure was used from a previous licensed preschool facility and does not have an age rating. The applicant was advised to follow manufacturer guidelines. Barks are used as cushioning material underneath all outdoor climbing equipment. There are no bodies of water on the premises. Adequate shade is provided by a sun sail shade, trees, and overhangs. Climbing structures, bicycles, and other play equipment is in good condition. Playground is free of debris and other hazards.

The total outdoor measurements for the Preschool Component is 3884. 20 square feet, which will accommodate Applicant’s request for 25 children. The total outdoor measurements for the Infant Component is 834.79 which will accommodate the Applicant's request for 10 infants. The total outdoor measurements for the Toddler Component is 1951.05 square feet, which will accommodate Applicant’s request for 17 toddlers.

Emergency Preparedness/Safety: Emergency Disaster Plan is dated and posted for review. The facility utilizes a cell phone and land line. Fire Clearance was received on November 21, 2023.

Sign in/Sign out: Applicant stated that all parents will be signing in electronically for their children.

Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Applicant and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA advised per Health and Safety Code 1597.16(a)(1) Lead Testing and PIN-21-21-CCP Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first test. LPA reviewed with Applicant the LIC 311 A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

LPA discussed 100% supervision is always required in all areas that children have access to including the bathroom. Personal Rights, inspection authority, reporting requirements, maintaining buildings and grounds was reviewed. Staff Qualifications, Staff to Children’s ratios and Capacity was explained to ensure compliance. LPA discussed with Applicant any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days.

Applicant was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
