Centralized Application Bureau (CAB) Licensing Program Analyst (LPA) M. Domantay and Licensing Program Manager (LPM) Mai Lor met with Applicant Cynthia Reimann for the purpose of a pre-licensing inspection. Applicant requests a preschool license to serve 41 preschool children from age two to entry into kindergarten and 12 toddlers age 18-36 months. The program will operate Monday through Friday from 7:00 a.m. to 6:00 p.m. The fire clearance was granted and received on February 2024 from the Piedmont Fire Department. The occupancy class is under code "E" per building code, which will limit facility to 5 toddler children under 36 months. The facility will provide 1 morning snacks, lunch, and 1 afternoon snack.

LPA reviewed with applicant the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

INDOOR ACTIVITY SPACE:
There are 2 preschool areas: Classroom 1 and Classroom 2 and 2 toddler areas: Classroom 3 and Classroom 4. Facility has a Multipurpose room: Classroom 5. LPA observed insufficient amount of equipment, toys, tables, and chairs during today's inspection. Per Applicant Cynthia, furniture and equipment will be moved into all classrooms during the weekend. LPA will conduct an additional inspection once all furniture and equipment is moved in to ensure there is a sufficient amount for preschool and toddler equipment and furniture. Per Applicant napping mats and cots are provided by families for children, per Applicant they have extra in case of emergencies. There are multiple first aid kits available at the facility located in the hallway outside the staff break room. Medications will be stored in the Director's office in a storage cabinet. LPA observed cleaning disinfectants are appropriately stored and inaccessible to children. Applicant stated there are no poisons or firearms on the premises. LPA observed a functional carbon monoxide detector in the facility in Classroom 4. Per Applicant facility will utilize electronic sign-in/sign-out system.

LPA measured all preschool classrooms/areas. The total classroom space contains a total of 1890.07 square feet, which will accommodate Applicant's request for 41 preschool children. LPA measured all toddler classrooms/areas. The total classroom space contains a total of 1840.15 square feet, which will accommodate Applicant's request for 12 toddler children. There are 3 toilets, 2 urinals, and 9 sinks for the children, and a separate private restroom for the staff is located in the end of the hall of the facility. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). Children who become ill during the day will be isolated in the Director's office area and will use the staff restroom, if necessary.

OUTDOOR ACTIVITY SPACE:
There is 1 preschool outdoor area (Preschool play yard area) and 1 toddler outdoor area (Toddler patio play yard area). The outdoor play area is fenced with a steel fence that is at least four feet tall. There is a play structure in the preschool play yard with manufacturer sticker stating play structure is for children 5-12 years of age. LPA observed insufficient amount of equipment and toys. Per Applicant Cynthia, furniture and equipment will be moved into all outdoor play areas during the weekend. LPA will conduct an additional inspection once all equipment is moved in to ensure there is a sufficient amount for preschool and toddler children are present. There are no bodies of water on the premises. LPA and LPM reminded Applicant to ensure to empty all water tables when not in use. There is sufficient shading areas provided by trees in the preschool play yard. LPA notified Applicant additional shade should be installed in the toddler play yard. Per Applicant, canopies will be installed to provide shade in the toddler play yard.

LPA measured the outdoor activity spaces. The Preschool outdoor play area contains a total of 2859.30 square feet, which will not accommodate Applicant's request for 41 preschool children. The Toddler outdoor patio play area contains a total of 2019.78 square feet, which will accommodate Applicant's request for 12 Toddler children. Individual measurements are recorded on the Capacity Worksheet (LIC 9024).

LPA notified Applicant will need to submit a request for a waiver for the outdoor play area to accommodate the maximum capacity of 38 preschool children outdoors at any given time with a set schedule in place.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. LPA discussed the following: 100% supervision is required at all times, including in the bathroom; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. LPA discussed with Applicant any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days.

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
