On 08/26/2026, Licensing Program Analysts (LPAs) Dana Santiago and Nicole Reynoso conducted an unannounced subsequent complaint visit at Children’s Workshop Oakland. LPAs met with Director Jessica Spenchian and explained the purpose of today's inspection. During today's inspection, there were 20 ( 3 toddlers and 17 preschool aged) children in care with additional 7 staff.
Complainant alleges that Staff do (not) ensure the facility is free of pests. During the course of the investigation, LPA Santiago inspected the facility, reviewed relevant documents, and conducted interviews.
It was recorded that rodent activity had been occurring for several years, including sightings, droppings, and damage to equipment, and that concerns were raised to the director prior to the timeframe of 2026. It was stated that corrective actions were delayed.
The director provided invoices showing over $7,000 in pest control services completed in April 2026, along with additional services conducted during spring and summer 2026, demonstrating efforts to address rodent activity during the year of the complaint.

There is insufficient evidence to determine that staff failed to ensure the facility was free of pests at the time of the complaint. No immediate hazards were observed during the inspection. Therefore the above allegation is UNSUBSTANTIATED which means although the allegation may have happened or is valid, the preponderance of evidence to prove the alleged violation did or did not occur has not been met.

There was no citation issued for the above allegation. An exit interview was conducted with center director, Jessica Spenchian. This report and Appeal Rights were provided. The Notice of Site Visit form was also provided and must be posted for 30 consecutive days.

Interviews and documents collected indicated concerns related to delays in addressing maintenance needs, environmental conditions, and certain health practices at the facility. Interviews described situations where repairs were postponed and concerns existed regarding how environmental issues, including odors, were managed. Interviews also indicated that some practices used to address these concerns were ineffective or caused additional discomfort, prompting adjustments to children’s routines.

Interviews reflected that children reportedly felt safe and enjoyed their time at the facility.

During the inspection, no immediate health or safety hazards were observed, and no injuries related to the reported concerns were documented. Although interviews suggest delays and questionable practices, there is insufficient evidence to conclude that the facility failed to provide a safe and healthy environment. Therefore the above allegation is UNSUBSTANTIATED which means although the allegation may have happened or is valid, the preponderance of evidence to prove the alleged violation did or did not occur has not been met.

Based on the information obtained, the allegation is Unsubstantiated. No deficiencies cited.

An exit interview was conducted with center director, Jessica Spenchian. This report and Appeal Rights were provided. The Notice of Site Visit form was also provided and must be posted for 30 consecutive days.

On 08/26/2026, Licensing Program Analysts (LPAs) Dana Santiago and Nicole Reynoso conducted an unannounced subsequent complaint visit at Children’s Workshop Oakland. LPAs met with Director Jessica Spenchian and explained the purpose of today's inspection. During today's inspection, there were 43 preschool children in care with additional 5 staff.
Complainant alleges that Facility did not report rat/pests to the department. During the course of the investigation, LPA Santiago inspected the facility, reviewed relevant documents, and conducted interviews.
LPA investigated the allegation that the facility did not report rodent/pest issues to the Department. Interviews and documents collected showed that no Unusual Incident Reports were submitted regarding rodent activity or pest related service at the center.
Rodent remediation services caused interruptions to the daily schedule, including relocating children to alternative play areas and modifying inside/outside time while pest control activity occurred.

The center did not report the rodent/pest issue or the service being conducted, nor did it report incidents such as children finding rodent remains. Documentation showed the facility adjusted children’s activities to avoid exposure during service.
Because the issues met criteria requiring notification to the Department, and no report was made, this allegation is substantiated. A Type B citation is issued as there was no immediate health or safety risk to children.

An exit interview was conducted with center director, Jessica Spenchian. This report and Appeal Rights were provided. The Notice of Site Visit form was also provided and must be posted for 30 consecutive days.

The report shall be made by telephone within 24 hours and a written report shall be submitted within seven days.

The licensee shall review and implement Title 22 reporting requirements for unusual incidents. The licensee will submit a written statement to the Department by the due date outlining how compliance will be ensured moving forward, including internal procedures for identifying, documenting, and reporting unusual incidents within required timeframes. The licensee shall submit an Unusual Incident Report for any future qualifying incident.

No telephone or written report was submitted to the Department for any of these occurrences. This constitutes a failure to comply with reporting requirements.
