On 08/13/2024 at 12:18am Licensing Program Analysts (LPA) Mario Caro and Julia Placencia met with Licensee Louisa Padilla for an Unannounced Required Annual Inspection and also to determine if the facility is ready for an increase of capacity, explained the purpose of the visit, and were granted entry into the home. LPAs toured the home for a health and safety inspection. Present during the inspection were Licensee, her adult son Santiago, and five preschool age children. Residing in the home were Licensee, and her adult son Santiago. The facility’s operating hours are 7:00am to 8:00pm. All required postings are posted on her parent board.

The home is a one story home which consist of three bedrooms, two bathrooms, a kitchen, dining room, laundry room,living room, garage, and backyard. The inside and outside of the home were observed to be neat, clean with age-appropriate materials, furnishings, books, learning materials, and toys for the children. The home has central heating and ventilation for safety and comfort. All toxins, cleaning products, medications, and hazardous materials were observed to be in areas inaccessible to children, however the cabinets were not properly locked. There were no baby walkers, jumpers observed during inspection. There is no fireplace in the home. LPAs observed a fully charged fire extinguisher 2A-10-BC that meets State Fire Marshal standards and working smoke/carbon monoxide detectors. There are no pets in the home. LPAs reviewed a current Children Roster, and Emergency Disaster Plan LIC610A. Last fire/disaster drill was completed on 07-26-2024. Licensee provides snacks and cooks food for the children. Food storage area was observed to be sanitary. During today’s inspection, Licensee has stated that there are no firearms in the home.

On Limits: The living room, dining room, kitchen, laundry room, bathroom connecting the laundry room and right hallway, right hallway, play room on the left of the right hallway, Garage used as a passage to the backyard only, Master bedroom and backyard.

Off Limits: The entire left side of the garage, bedroom on the right side of the right hallway, and the Master bathroom. The Master bathroom will be approved for on limit use once Licensee submits photos of the cabinets with child proofed latches and all the cleaning products stored in them/removed.

Isolation area: The play room on the left of the right hallway.

FILE REVIEW: Children, Licensee, and Assistant files were reviewed. Licensee’s Mandated Reporter Training is current expires on 10-16-2025 and CPR/First Aid is current expires on 09-17-2024.

Supervision of children was discussed, and Licensee understands that she must be present in the home during 80% of the operating hours and ensure children are always supervised.

Licensee was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

On 06-06-2024 the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

In the areas that were evaluated, one technical violations was observed.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the Safe Sleep regulations with Licensee and the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep
as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Exit interview conducted and report was reviewed with the Licensee. During the exit interview, the Licensee confirmed that there are no Registered Sex Offenders living in the facility.



A Notice of Site Visit was given to Licensee, Louisa Padilla and must remain posted for 30 days.

On 08/13/2024 Licensee is approved to operate as a large childcare home facility. On 07-22-2024 A fire clearance was granted to this facility by the Oakland fire department. All documents have been received for the increase of capacity application. The Licensee was reminded that an assistant is needed with a large family child care home license, and whenever an assistant is not present, the licensee will comply with the capacity for a small family child care home.
