On 4/9/2024 at 10:15 AM Licensing Program Analyst (LPA) Janai McClain met with Licensee Rhonda Glenn for an Unannounced Capacity Increase Inspection. Present during the inspection were four preschool age children and fingerprint cleared assistant, Bridgette Ekow. The Licensee’s home was toured for a health and safety inspection. The facility operates 24 hours a day, 7 days a week.

The facility is a single story unit in a duplex. The home consists of a living room, kitchen, 3 bedrooms, and 1 bathroom.

ISOLATION AREA: last bedroom on the right near the bathroom

This home was granted a fire clearance on 12/22/23 from the Oakland Fire Department.


The inside of the home was observed to be neat, clean with ample age-appropriate materials for the children. All toxins, cleaning products, and hazardous materials were observed to be in inaccessible areas. Licensee provides food for the children that is properly stored and maintained. All cribs and napping equipment are clean, well maintained and free from defects. Licensee stated there are no firearms and no pets in the home.

The home has one (1) fully charged 3A40BC fire extinguisher in kitchen. There are three (3) working smoke detectors, 1 in each bedroom, and 1 combined smoke detector and carbon monoxide detector in the kitchen near the bathroom. There is a pull down fire alarm in the kitchen. The wall heater in the living room is gated. LPAs did not observe any harmful bodies of water in or around the home.

Licensees’ Pediatric CPR and First Aid training expires 2/23/2026. Assistant Bridgett Ekow's Pediatric CPR and First Aid training expires 3/19/2026. The Licensee’s Mandated Reporter expires 1/29/2026. All required forms are posted and visible for public view on the wall by the front door of the home.

There were no deficiencies cited during today's visit.

Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

All documents have been reviewed for the increase of capacity application. The Licensee was reminded that an assistant is needed with a large family child care home license, and whenever an assistant is not present, the licensee will comply with the capacity requirements for a small family child care home.


As of 4/9/24 the home has been approved to operate as a large family day care license.

Exit interview conducted and report was reviewed with the Licensee Rhonda Glenn.

Notice of Site Visit must remain posted for 30 days.
