On 11/7/24 at 1:00 PM, Licensing Program Analysts (LPA/’s) J.Vargas and D. Campos conducted an announced prelicensing inspection and met with the applicants Mirian and Jeffrey Obermeyer. LPAs discussed the purpose of the inspection and was granted entry into the facility by the applicants. Residing in the home are the applicants, the applicant's 2 minor children. Present during the inspection were the applicants who are both fingerprint cleared. There were no children present during the inspection. The facility was toured to conduct the health and safety inspection. The facility plans to operate between the hours of 7:30 AM – 5:30 PM, Monday to Friday. The home is a single story home with 3 bedrooms, 2 bathrooms, 1 half bathroom, living room, dining room, changing room, backyard which is neat and clean with heating and ventilation for safety and comfort.

ON LIMIT areas are: the living room, dining area, kitchen, changing room, 1 half bathroom, the right side of the backyard (play area).

OFF-LIMIT areas are: 3 bedroom, 2 bathroom, the left side of backyard, right side yard where the pond is located and the left side yard.

The ISOLATION AREA will be in the changing area away from other children in care.

The outdoor play area is free from defects or dangerous conditions. There are ample age-appropriate toys that are safe, clean, and in good repair. The applicants stated that they will only use the kitchen as a walkway to access the backyard with 100% supervision. During today's inspection, the LPAs observed floor heater vents which is not hot to the touch. During today's inspection, there is 12 inches deep pond, which is fenced and were made inaccessible to children. The LPAs did not observe any hazardous materials or toxins accessible to children. There is fireplace in the living room that is blocked to prevent children's access.

The home has a fully charged 2A10BC fire extinguisher, a working dual smoke detector and carbon monoxide detector, and fully stocked First Aid Kit. The home is equipped with a working telephone.

The applicants stated there are no firearms. The applicant has 3 pets in the home. The applicant complies with the immunization laws pertaining to all childcare providers.

A copy of the grant deed was reviewed and showed control of the property. The applicants completed and received a certificate in mandated reporter training on 8/15/24 and 8/16/24. The applicant’s CPR and First Aid certificate is current and both expires on 3/2026.

The applicant was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. LPAs reviewed with the applicant the LIC 311D, Forms/Records To Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted, and copies were left with the applicants.

LPA's informed the applicants that all forms can be downloaded at www.ccld.ca.gov and encouraged the applicants to email childcareadvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform.

The applicant was also reminded that Mandated Reporter Training is required for all staff and is to be renewed every 2 years by visiting www.mandatedreporterca.com.

CPR/First Aid is also renewed every two years. Baby walker and drop-down cribs are not allowed at the daycare facility.

The roster of the children must be properly maintained, and the fire/disaster drill every six months must be documented. The applicants is reminded any structural changes to the home or additions to the childcare facility must be reported to Community Care Licensing.

LPA discussed the safe sleep regulations with the applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA's also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.



Effective 11/7/2024 the applicants has been approved for Small Family Child Care Home License.

The license will be issued upon final file review and manager approval.

An exit interview was conducted, and the report was reviewed with the applicant, Mirian Obermeyer.
