On September 22, 2021 at approximately 3:10PM Licensing Program Analyst (LPA) Haderer arrived for an announced case management visit for a capacity change inspection. Present in the home today was licensee Yuner Deng, and six children in care (two 3-year olds; four 4-year olds). The hours of operation changed to 8:00 AM - 5:30 PM.

All requested documents were received for the increase of capacity application. The fire clearance for a capacity of 14 was received from the Fremont Fire Department on 09/15/2021. The Licensee was reminded to abide by the conditions of the fire clearance. The Licensee was reminded that an assistant is needed with a large family child care home license, and whenever an assistant is not present, the licensee will comply with the capacity requirements for a small family child care home. The home was toured and inspected for health and safety. LPA inspected all on-limits areas, including the backyard and off-limits areas of the ground floor.

The facility is a two story home consisting of 4 bedrooms and 4 bathrooms, a kitchen, living room, home office (daycare area), an attached 2-car garage and a backyard. The home is neat and clean with heating and ventilation for safety and comfort. On and Off limits areas remain as originally approved, including the backyard which was added to the on-limits area in October 2019.

On limits: Home office (child care room), converted downstairs bedroom (child care room), main house bathroom between the two day care rooms and the backyard. The ISOLATION AREA will be the downstairs converted bedroom into the day care area, away from other children in care.

Off Limits: The living room, kitchen, downstairs bathroom next to the garage, the attached 2-car garage, and the entire upstairs which will be inaccessible by closed and/or locked doors, child barricades and/or visual supervision.

There are ample age appropriate toys in good condition and activities available for children. LPA did not observe any bodies of water, hazardous materials, or toxins accessible to children on the premises during the inspection.

The home has two fully charged fire extinguishers; one 2A10BC near the daycare room, mounted on the wall by the passage way from the living room to the day care room and a 3A40BC in the kitchen. The home has appropriate smoke detectors and carbon monoxide detector (tested and working). There is no fireplace in the home.

The applicant’s Health and Safety training is completed and CPR and First Aid certificate is current and expires 02/23/2023. Mandated Reporter is current and expires on 09/18/2023. Licensee was reminded that CPR/1st Aide and Mandated Reporter training is to be renewed every two years. Baby bouncers & drop-down cribs are not allowed at the day-care facility. The licensee is in compliance with immunization laws. Per licensee, there is a fire arm in the home upstairs away for the children. Ammunition is stored seperately.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This home is recommended for an increase of capacity as of today. There were no deficiencies cited today. This report will remain on file for 3 years.

A review of operating safely during the Covid-19 pandemic (RAST) was conducted.

A notice of site visit was given and must remain posted for 30 days.



Exit interview conducted and report was reviewed with the licensee Yuner Deng. LPA left the home at 4:35PM.
