32 | Around 8:15 AM, Licensing Program Analyst (LPA) asked the licensee whether she was providing Incidental Medical Services (IMS) to children in care, and the licensee stated that she was not. LPA discussed the Incidental Medical Services (IMS) policy with the licensee. LPA advised the licensee that when any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA inspected the cabinets located in the on-limit areas, including the living room, dining room, kitchen, hallway bathroom, bedroom adjacent to the hallway bathroom, and child care room. No hazardous materials or toxins were observed to be accessible to children during today's inspection. LPA tested the dual smoke and carbon monoxide detector located in the living room and verified that it was functioning properly. The home is equipped with a pull-down fire alarm system, a working telephone, a fully stocked first aid kit, and a fully charged 2A10BC fire extinguisher that meets the standards established by the State Fire Marshal.
At 8:30 a.m., LPA inspected the outdoor play area and confirmed that there were no swimming pools, hot tubs, or other bodies of water on the premises, in compliance with child care licensing regulations. The outdoor play area contains age-appropriate play equipment and furnishings, including a slide with resilient cushioning underneath to help absorb falls, a playhouse, chairs, a water station, a teeter-totter, ride-on cars, and a bench. The backyard is fully fenced and was observed to be free of defects or hazardous conditions. A large awning provides adequate shade and protection from direct sunlight during outdoor play. Ample age-appropriate toys and equipment were available and appeared to be safe, clean, and in good repair.
At 9:30 a.m., LPA requested and reviewed the files for two (2) children in care. Each child's file contained the required documentation, including the Notification of Parent's Rights, Identification and Emergency Information, Consent for Emergency Medical Treatment, and the Parent Notification of Additional Children in Care form. LPA also reviewed the licensee's health records and verified compliance with the immunization requirements applicable to child care providers.
The licensee conducts and documents fire and disaster drills at least once every six months. Documentation indicated that the most recent drill was completed on March 12, 2026. The licensee has completed the required Health and Safety training, and the Pediatric CPR and First Aid certification is current, with an expiration date of September 2026. The licensee also completed the required Mandated Reporter Training on December 8, 2024. LPA reviewed the facility roster and verified that it accurately reflected the children currently enrolled as well as those no longer attending the facility. All required licensing notices and documents were observed to be posted in a location readily visible for public review.
