25 | On April 8, 2026, at 8:10 AM, Licensing Program Analyst (LPA) Elimika Woods met with licensee Yasmin Nazir for a Case Management Inspection related to a Change of Capacity request. Present during today’s inspection was the licensee's fingerprint cleared husband, five preschool-age children and one school age child. The purpose of today’s visit was to inspect the home in response to a capacity change application submitted by the licensee. The home was toured inside and outside to assess health and safety conditions. The facility’s hours of operation are Monday through Friday from 8:30 AM to 5:30 PM.
The home was inspected by the Hayward Fire Department on March 5, 2026, and was approved for a capacity increase to serve up to fourteen (14) children in care. The licensee understands and agrees to comply with the fire clearance restrictions, which require that the garage area of the home remain off-limits to children in care.
The home was observed to be neat and clean and is equipped with central heating and ventilation to ensure safety and comfort. The home has a working telephone, first aid kit, a fully charged 2A10BC fire extinguisher that meets standards established by the State Fire Marshal, and an ADT alarm system to notify emergency fire and police services in case of emergency.
On-limit areas include: Family room, kitchen, living room, dining room, backyard, and downstairs bathroom.
Isolation area: A section of the family room, away from other children in care.
Off-limit areas include: Entire second level of the home, garage, upper patio deck, and stairs.
The off-limit areas will be made inaccessible to children by closed and/or locked doors and visual supervision.
The licensee was reminded that a qualified assistant must be present at all times when more than eight (8) children are in attendance. When an assistant is not present, the licensee must comply with the capacity requirements of a small family child care home.
The request for a capacity increase to fourteen (14) children is hereby approved. A Notice of Site Visit was provided and must remain posted for 30 days. An exit interview was conducted, and the report was reviewed with the licensee, Yasmin Nazir.
