32 | Around 12:15 PM, Licensing Program Analyst (LPA) asked the licensee whether she was providing Incidental Medical Services (IMS) to children in care, and the licensee stated that she was not. LPA discussed the Incidental Medical Services (IMS) policy with the licensee. LPA advised the licensee that when any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA inspected the cabinets and storage areas throughout the on-limits portions of the home, including the family room, kitchen, living room, dining room, and downstairs bathroom. No hazardous materials, cleaning supplies, medications, or other toxic substances were observed to be accessible to children during today's inspection. LPA tested the smoke detector and carbon monoxide detector located in the hallway and verified that both were functioning properly. The home is equipped with a working telephone, a fully stocked first aid kit, and a fully charged 2A10BC fire extinguisher that meets the standards established by the State Fire Marshal. LPA also observed that the fireplace located in the family room is equipped with a protective barrier/screen to prevent children from accessing the fireplace.
LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
At 12:00 PM, LPA inspected the backyard and confirmed that no swimming pools, hot tubs, or other bodies of water were present, in compliance with childcare licensing regulations. The outdoor play area was observed to be fully fenced, free of defects and hazardous conditions, and equipped with age-appropriate play equipment in good repair. Outdoor equipment included a basketball hoop, benches, tables, chairs, a sandbox with digging toys, climbing equipment, slides with cushioning underneath to absorb falls, water play equipment, a roller coaster ride-on toy, bicycles, tricycles, scooters, and a miniature playhouse. A large awning and canopy provide adequate shade and protection from direct sunlight during outdoor activities. LPA also observed a storage shed secured with a lock to prevent children from accessing equipment and tools stored inside.
At 12:30 PM, LPA requested and reviewed the files of four (4) children in care. All children's files contained the required Parent Notification of Additional Children in Care, Identification and Emergency Information, Parent's Rights, and Medical Consent forms. LPA also reviewed the immunization records for the licensee and the children and verified that the licensee is in compliance with the immunization requirements applicable to child care providers.
