On December 29, 2025, at 8:00 AM, Licensing Program Analyst (LPA) Elimika Woods conducted an unannounced visit to conclude a complaint investigation regarding the above allegation. LPA met with Licensee Diego Yepez. Present during the inspection were two fingerprint-cleared assistants, six (6) preschool-age children, and one (1) infant.

LPA conducted interviews with parents, staff, and the licensee. Based on the information obtained, LPA was unable to substantiate the allegation that staff yelled at children in care. LPA also observed staff interactions with children during multiple visits and did not observe any yelling or changes in tone or volume that would constitute a violation of children’s personal rights.

Based on interviews and observations conducted, the allegation that staff yelled at children in care is determined to be UNSUBSTANTIATED, meaning that although the allegation may have occurred or may be valid, there is insufficient evidence to determine whether the alleged violation occurred.

An exit interview was conducted, and appeal rights were discussed with Licensee Diego Yepez.

On December 29, 2025 at 8:00 AM , Licensing Program Analyst (LPA) Elimika Woods met with Licensee Diego Yepez to conclude an unannounced complaint investigation regarding the above allegation. Present during the inspection were the licensee's two fingerprint assistants six (6) preschool age children and one (1) infant.

LPA conducted interviews with parents, staff, and the licensee and was unable to substantiate the allegation that staff hit a child in care. LPA also observed staff interactions with children during multiple visits and observed children engaging positively with staff. The children appeared comfortable in the daycare environment. During parent interviews, each parent stated that their child had never reported being hit by staff.

Based on the interviews and observations conducted, the agency has investigated the complaint alleging that staff hit a daycare child and determined the allegation to be UNSUBSTANTIATED. Although the allegation may have occurred or may be valid, there was not a preponderance of evidence to prove that the alleged violation(s) occurred.An exit interview was conducted, and appeal rights were discussed with Licensee Diego Yepez.
