13 | On December 29, 2025, at 8:00 AM, Licensing Program Analyst (LPA) Elimika Woods conducted an unannounced visit to conclude a complaint investigation regarding the above allegation. LPA met with Licensee Diego Yepez. Present during the inspection were two fingerprint-cleared assistants, six (6) preschool-age children, and one (1) infant.
LPA conducted interviews with parents, staff, and the licensee. Based on the information obtained, LPA was unable to substantiate the allegation that staff yelled at children in care. LPA also observed staff interactions with children during multiple visits and did not observe any yelling or changes in tone or volume that would constitute a violation of children’s personal rights.
Based on interviews and observations conducted, the allegation that staff yelled at children in care is determined to be UNSUBSTANTIATED, meaning that although the allegation may have occurred or may be valid, there is insufficient evidence to determine whether the alleged violation occurred.
An exit interview was conducted, and appeal rights were discussed with Licensee Diego Yepez.
