32 | Around 11:30 AM, Licensing Program Analyst (LPA) asked the licensee whether she was providing Incidental Medical Services (IMS) to children in care, and the licensee stated that she was not. LPA discussed the Incidental Medical Services (IMS) policy with the licensee. LPA advised the licensee that when any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA inspected the cabinets and storage areas throughout the on-limit portions of the home, including the kitchen, dining area, living room (children's play area), the first bedroom on the right side of the hallway (used for napping), and the hallway bathroom. No hazardous materials, cleaning supplies, medications, or other toxic substances were observed to be accessible to children during today's inspection. LPA tested the combination smoke and carbon monoxide detector located in the kitchen and verified that it was functioning properly. The home is equipped with a working telephone, a fully stocked first aid kit, and a fully charged 3A40BC fire extinguisher that meets the standards established by the State Fire Marshal. The fireplace located in the living room is equipped with a protective barricade/screen to prevent children's access.
At 11:35 AM, LPA inspected the backyard and confirmed that there were no pools, hot tubs, or other bodies of water on the premises, in compliance with childcare licensing regulations. The outdoor play area contains age-appropriate play equipment and outdoor furnishings, including ride-on cars, tricycles, a climbing apparatus, push vehicles, teeter-totters, mini slides with adequate resilient cushioning beneath them to help absorb falls, and a playhouse. The backyard is fully fenced and was observed to be free of defects or hazardous conditions. A canopy provides adequate shade and protection from direct sunlight during outdoor play. A storage shed located in the backyard is secured with a lock, preventing children from accessing equipment and tools stored inside.
At 11:45 AM, LPA requested and reviewed the files of six (6) children in care and two (2) staff members. All children's files contained the required Parent Notification of Additional Children in Care, Identification and Emergency Information, Parent's Rights, and Medical Consent forms. Both staff files contained the required Health Screening Report, Statement Acknowledging Requirement to Report Child Abuse, and Employee Rights documentation. During the record review, LPA also verified the health records for the licensee, staff, and children and confirmed that the licensee is in compliance with the immunization requirements applicable to child care providers.
LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
The licensee has not conducted or documented any fire and disaster drills since the previous inspection. LPA reminded the licensee that fire and disaster drills are required to be conducted and documented at least once every six (6) months in accordance with licensing regulations.
