25 | On February 3, 2026, at 1:40 PM, Licensing Program Analyst (LPA) Elimika Woods conducted an Unannounced Annual/Random Inspection and met with Licensee Xiaohua Liu. LPA disclosed the purpose of the visit and conducted a health and safety inspection, touring the with facility both indoors and outdoors. Present during the inspection was one (1) preschool-age child. The facility operates Monday through Friday from 8:00 AM to 6:00 PM.
The facility is a two-story home owned by the licensee. The home was observed to be clean, orderly, and well maintained, and is equipped with centralized heating and ventilation to ensure the safety and comfort of children. The kitchen and hallway areas are secured gate barriers to prevent children from freely accessing other areas of the home. A gate was also observed at the bottom of the stairs to prevent children from accessing the upper level of the home. LPA observed a fireplace in the living room that was blocked to prevent children’s access.
On-limit areas include the living room, playroom (adjacent to the living room), downstairs bathroom, play yard (portion of the outdoor yard connected to the playroom), and the upper portion of the brick-paved driveway on the left side of the home. The designated isolation area is the playroom, located away from other children in care.
Off-limit areas include the entire second floor, dining area, second living room (adjacent to the dining area), kitchen, study (adjacent to the kitchen), balcony located off the dining area, and the garage. These areas are made inaccessible to children through the use of closed and/or locked doors and visual supervision.
At 2:00 PM, LPA inspected the outdoor play yard and driveway and confirmed that no pools, hot tubs, or other bodies of water were present, in compliance with childcare licensing regulations. The outdoor activity space was observed to be free from defects or hazardous conditions. The area includes age-appropriate play equipment such as scooters, tricycles, slides, and water station. The side yard adjacent to the playroom contains additional equipment for children’s use and includes an awning that provides shade and protection from harmful sunlight during outdoor play.
At 2:10 PM, LPA asked the licensee if she transports children in care. The licensee stated that she does not provide transportation. LPA also asked the licensee whether firearms are stored at the facility. The licensee stated that there are no firearms in the home.
