On January 10, 2024, Licensing Program Analyst (LPA) Simerjit Kaur arrived for an unannounced Required 3-year Site Inspection and met with the licensee Tonni Bhatia. The home was toured with the licensee to conduct a health and safety inspection. Present during the inspection was 1 child and applicant's fingerprint cleared and associated husband Arun Bhatia. Present during inspection, 1 child arrived. The hours of operation for day care will be Tuesday through Friday, 8:00am to 5:00pm.

CAPACITY: The facility operates as a Family Child Care Home (small), which may have a maximum capacity of six (6) to eight (8) children. At time of inspection, there were 2 children (one infant and one preschool age child). The facility is in compliance with ratio and capacity limitations. The home is single story. The home is neat and clean with heating and ventilation for safety and comfort.
ON LIMIT AREAS (accessible to children in care):Living room/day care room, dining room located adjacent to day care room, bathroom located on the left side of the hallway, and backyard. The isolation area will be in the dining room.
OFF LIMIT AREAS (not accessible to children in care): Kitchen, family room, all three bedrooms, 1 bathroom located in the master bedroom, the left side yard with shed and garage. All off limit areas will be inaccessible by closed and/or locked doors and visual supervision. The licensee was advised to contact Licensing Department, so that an inspection can be completed prior to changing an off-limits area to on-limits.
The outdoor play area will be the backyard, which has a fence surrounding the perimeter of the yard, and is free from defects or dangerous conditions. The licensee was advised to ensure that the both side gates remains closed while children are outdoors. There are ample age appropriate toys, which are observed to be safe, clean and in good repair. There are no pools, hot tubs or any other bodies of water. LPA did not observe any hazardous materials on the premises. Medicine/Vitamins are stored in off-limits bathroom.

EMERGENCY PREPAREDNESS/SAFETY: Facility has a fully charged 3A40BC fire extinguisher. Smoke and carbon monoxide detectors were tested and found to be functioning. First aid supplies are available. A fire/disaster drill was last conducted on 12/5/2023 and meets the six month requirement. Facility has working telephone service. Per licensee, there are no firearms in the home. LPA reviewed Emergency Disaster Plan which licensee confirmed to still be current.

STAFF/CHILDREN RECORDS REVIEW: Licensee and all adults living and/or working in the home have proper criminal background clearances. Licensee has current CPR/First Aid training, expires on 12/22/25. Licensee’s mandated reporter training completed on 1/25/22. Licensee is in compliance with immunization law. Children's files were reviewed. Licensee maintains an infant sleep log for infants up to 24 months. A facility roster is maintained and a copy obtained.

LICENSING POSTING (required): All REQUIRED forms are posted and visible for public review: Facility license, Notification of Parents’ Rights, Earthquake Preparedness, Emergency Disaster Plan. Licensee was reminded that exersaucers, baby walkers, bouncers, jumpers, and similar items are not allowed and that smoking is prohibited in the home during day care hours.

Licensee was reminded that California law requires Licensees to report unusual incidents and/or injuries to children in care, to the child's parents, and to the Department within 24 hours by phone. Within seven (7) days from the incident, Licensee’s must submit the Unusual Incident/Injury form (LIC 624B) to the Department. Licensee was reminded that any structural changes or additions to the home must be reported to Community Care Licensing. Children’s Roster must be properly maintained, and fire/disaster drills must be conducted every six (6) months and documented. Licensee was reminded that EMSA approved Pediatric CPR & First Aid training must be completed every two (2) years. Licensee was also informed that Mandated Reporter Training ("Child Care Providers") is required for all staff and is to be renewed every two (2) years by visiting https://mandatedreporterca.com/. LPA informed Licensee that all forms can be downloaded at www.ccld.ca.gov.
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
