On August 2, 2023, Licensing Program Analyst (LPA) Simerjit Kaur arrived at the facility to conduct an unannounced required 1 year annual inspection. LPA met with Facility Director Deval Mistry and toured the facility to conduct a Health and Safety Inspection. Present during the inspection are 31 preschool age children and 6 staff members. Hours of operation are Monday through Friday, 7:30am to 5:30pm.

This program operates out of the Dahlia, Magnolia, Marigold and Tulip classrooms. The classrooms were inspected for age appropriate furnishings, equipment, and adequate storage for children’s belongings. The toilets and sinks were safe, sanitary and in operable condition. Furniture and equipment were in good condition, and floors are free of tripping hazards. LPA observed the cleanliness of floors and surfaces, working carbon monoxide detector and fully charged fire extinguishers 2A10BC. Smoke detectors/alarms meet the State Fire Marshall standards. There are two separate outdoor play areas, which are fully fenced. Outdoor activity space and playground equipment observed to be safe and free of hazards. There are no pools or similar bodies of water at this facility. Required licensing documents were posted. All storage containers for solid waste have tight-fitting covers that are in good repair. Cleaning supplies/toxins are inaccessible to children.

The kitchen/food preparation and storage areas appear to be clean and free of evidence of rodents. The facility serves breakfast, lunch and snacks. The menu is posted in lobby and copy provided to parents. Drinking water is available both indoors and outdoors. The sheets are washed by parents weekly. Per director, there are no firearms present on the premises.

LPA reviewed children files and staff members files. LPA qualified multiple teachers. All staff is who are fingerprint cleared, completed current Mandated Reporter training and proof of immunization. Sign in/out logs are maintained. A copy of the children’s roster was obtained.

The center also conducts and documents fire and earthquake drills once every 6 months and the logs show that drills were conducted on 5/23/23.

Facility director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.


Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.
