32 | At approximately 9:00 AM, LPA reviewed three (3) staff files and five (5) children’s files. The staff files contained the required Employee Rights forms, Health Records, and Statement Acknowledging Requirement to Report Child Abuse forms. All children’s files reviewed contained Identification and Emergency Information, Parents’ and Personal Rights forms, and Medical Consent forms. At least one staff member responsible for opening and closing the facility has a current CPR and First Aid certification.
Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Per the Director, the center serves breakfast, lunch, and snacks to children in care. Weekly menus are posted at the entrance of the center for parents to review. Low-fat milk is served at the center. Staff ensure that all children are offered food in a safe and inclusive environment while accommodating known allergies and dietary restrictions when needed. LPA reminded the Director that all persons engaged in food preparation and service shall observe proper personal hygiene and food service sanitation practices to protect food from contamination. All storage containers for solid waste had tight-fitting covers and were observed to be in good repair.
The staff bathroom is separate from the children’s bathrooms. Some children’s bathrooms are located inside the classrooms, while others are located in the main hallway. All sinks and toilets were operating properly. The water temperature from the faucets was within a safe range to prevent burns while remaining warm enough for effective handwashing. The center had an adequate supply of soap, toilet paper, and paper towels available for children in care.
At approximately 8:45 AM, LPA inspected the playground area. The playground was fully fenced and free from defects and dangerous conditions at the time of the inspection. The playground contained age-appropriate equipment, including a slide, climbing apparatus, play kitchen, teeter-totters, balls, building blocks, playhouses, benches, tables, and chairs. Mature trees and a canopy provided shade and protection from direct sunlight during outdoor play. The slide and climbing structure were securely anchored to the ground, with cushioning material underneath to help absorb the impact of falls.
California Law requires Child Care Centers licensees to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, fax, or electronic mail. The director was also reminded that Mandated Reporter Training ("General" and "Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting www.mandatedreporterca.com.
