25 | On February 17, 2026, at 9:00 a.m., Licensing Program Analyst (LPA) Elimika Woods conducted an unannounced Annual Random Inspection and met with facility representative Merzia Bhagat. The LPA disclosed the purpose of the inspection and conducted a tour of the facility, both indoors and outdoors, to assess health and safety conditions. The facility’s hours of operation are Monday through Thursday from 7:45 a.m. to 2:45 p.m. The facility is closed on Fridays.
Records Review
The LPA reviewed facility records and confirmed that all individuals subject to criminal record review have the required clearance or exemption and are properly associated with the facility. A census of children in care was conducted, and the number of children present matched the four signatures on the sign-in sheet. At approximately 9:30 a.m., the LPA reviewed two (2) children’s files and one (1) staff file. All required documentation was present. Staff files contained completed Health Screening and Employee Rights forms. Children’s files included Personal Rights, Medical Consent, and Identification and Emergency Information forms. At least one staff member designated as an opening and closing staff person holds a current CPR and First Aid certificate.
Safety, Fire, and Emergency Preparedness
The LPA tested the facility’s dual smoke and carbon monoxide detectors, which were found to be functioning properly. The facility has a working telephone, a pull-down fire alarm system, and a fully charged 3A40BC fire extinguisher that meets standards established by the State Fire Marshal. Disaster drills are conducted at least once every six months, with the most recent drill completed on January 13, 2026. All required licensing documents are posted in a publicly accessible area.
The facility provides snacks for the children, and children bring their lunches from home. Weekly menus are posted. The kitchen area is inaccessible to children in care. The LPA reminded the facility representative that all individuals engaged in food preparation and service must observe proper personal hygiene and food service sanitation practices to protect food from contamination. Pesticides and other toxic substances are not stored in food cabinets, food preparation areas, or areas where kitchen utensils and equipment are stored. All solid waste storage containers have tight-fitting lids and are maintained in good repair.
