On September 6, 2023 at 9:45AM Licensing Program Analyst (LPA) Jaleesa Jackson arrived for an unannounced Required-1 Year inspection, and met with director Renuka Karakar and licensee Ratna Singhal. There were 27 children and 3 fingerprint cleared staff members present during the inspection. The facility is in ratio today. The facility was toured for a health and safety inspection. Hours of operation are Monday through Friday, 8:30am to 6:00pm.

There are three classrooms total for the preschool. LPA toured the two classrooms that were in use during todays visit. Outside of both classrooms is a indoor common area where most of the play and learning materials are stored. Parent use an app called Brightwheel to scan a QR code located at the front to sign their children in and out of the facility. There is adequate heating/air conditioning, ventilation and lighting. Drinking water is available inside and outside of the center. Each child has their own cubby where they can store their belongs. Facility uses cots for sleeping and will ask parents to clean bedding and blankets every Friday. The isolation area for sick children is the common area, away from other children in care. The facility has smoke detectors, working telephone, and three (3) fully charged 2A10BC fire extinguishers and carbon monoxides dectectors that are inspected every year by the fire department.

The staff's bathroom is separate from the children's bathroom. All sinks and faucets are in safe and sanitary operating condition. The children can reach the sinks and toilets. There is a changing table available as well for children still in diapers. During todays inspection all hazardous and other potential toxins are made inaccessible to children.

This facility provides AM and PM snacks for the children. Facility also provides lunch to the children with the local vegetarian catering business located in same shopping plaza. Children are given the options to bring their own lunches or participate in the catering program.

There is a separate play area that is only used by the center. The play area is gated and needs a key to enter. The facility uses ropes and a buggy system to transport children to the play area. Children bring their own water bottles during outdoor activities. There's a play structure with a slide that has cushioning to absorb falls and trees to provide shade.

LPA reviewed five (5) children's files and four (4) staff files. All staff files reviewed are complete. LPA verified both opening and closing staff have current CPR/First aid training. LPA reviewed the facility roster and obtained a copy. All staff files reviewed had current mandated reporter training. Disaster drills are being conducted at least once every 6 months and the last one conducted was on 09/01/2023. All required documents are posted in a public accessible area.

Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

LPA referred licensee to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.



A notice of site visit was given and must remain posted for 30 days.
