On March 11, 2024 at 10:50 AM., Licensing Program Analyst (LPA) Elimika Woods conducted an unannounced 3 Year Required Inspection and met with the facility representative, Nithya Prabhakaran. LPA disclosed the purpose of the inspection and was granted entry into the facility by the facility representative. There were 24 preschool age children present during this inspection and three (3) additional staff members. The hours of operation are 7:30 AM-5:30 PM, Monday -Friday

The school is operated on the property of an historical home (now the administrative building) and in a newly constructed stand-alone purpose-built child care center building in the back. In the childcare center there are 3 classrooms: Explorer; Achievers; and Performers room.



The facility was toured inside and out for a health and safety inspection. LPA checked the facility RECORDS and they show all individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. LPA conducted a census of the children and the census matches the children signed in on the electronic system. LPA reviewed three (3) children's files and one (1) staff file around 11:00 AM. The staff has the required Health Screening, and Employee Rights and all children files contains Personal Rights, Medical Consent forms, and Identification & Emergency Information.

The three (3) classrooms were inspected around 11:30 AM and teacher child ratio was observed. The facility representative confirmed that the isolation area for sick children is the director's office and staff bathroom, away from other children in care. LPA inspected the furniture, floors, and carpets and they were in good repair. The children’s equipment, play and leaning materials are adequate and available. Each child has their own individual space for storage and drinking water is available inside and outside. The center has wired smoke and carbon monoxide detectors, working telephone, pull down fire alarm system, and multiple fully charged 2A10BC fire extinguishers which meets standards established by the State Fire Marshal. Disaster drills are being conducted at least once every 6 months and the last one conducted was on 03/04/24. LPA reviewed the facility roster and obtained a copy. The director's CPR & first aid is current and expires 03/26/2024. All required documents are posted in a public accessible area.

This facility provides snacks and lunch children in care and there are weekly menus posted at the facility. All storage containers for solid waste have tight fitting covers that are in good repair.

The outdoor play area is fully fenced with a play structure with a slide that's anchored to the ground that has cushioning underneath to absorb falls. There are multiple trees that provides shade to children while at play. The play equipment is age appropriate and in good repair.



Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA checked the staff bathroom around 11:45 AM and was told by the representative it was separate from the children’s bathroom. In the children’s bathrooms all of the sinks and faucets are in safe sanitary operating condition in which the children can reach the sinks toilets and the paper towels and soap are available to the children. The children's bathroom also has a changing table next to the faucet for toddlers who require help with diaper changes.

LPA Observations

During outside play LPA Woods observed one staff member watching 12 children play with her back to the fence and her eyes focused on the children. Children were using the play structure to slide down the slide and some children were running around the yard playing. LPA also observed the teacher/director showing the children in the Explorer classroom, how to properly use the markers for coloring. The children were paying close attention to the directions before they were let go to eat lunch. After the children finished lunch the additional staff members helped the lead teacher with the cots for nap time.

California Law requires Child Care Centers licensees to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, fax, or electronic mail. The facility representative was also reminded that Mandated Reporter Training ("General" and "Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting www.mandatedreporterca.com.

LPA discussed the safe sleep regulations with the facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed the facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

The facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

There are no deficiencies cited today. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the facility representative Nithya Prabhakaran.
