Licensing Program Analyst (LPA) Jyoti Saini met with director Najmus Huda for an unannounced Annual Random Inspection. LPA disclosed the purpose of the inspection and was granted entry into the Facility by the director. Present during the inspection were the director and nine (9) staff members supervising 50 children. The Facility consists of 11 licensed preschool rooms (Rooms 101 through 108 in Building 6665) and (Rooms 109, 113, 114 in Building 6670). The Facility is not utilizing rooms #101 and #107 due to low enrollments. The facility operates a half-day program from 8:15 am to 11:30 am and a full-day program from 7:30 am to 6:30 pm, Monday to Friday. The Facility also runs an elementary school in building 6670, and the Facility understands that preschool children can never be commingled with elementary children. The Facility was inspected indoors and outdoors today for health and safety hazards, and the following was observed.
There is a working fire alarm system. The Facility has a working smoke and carbon monoxide detector, a fully charged fire extinguisher, and a working telephone available. LPA did not observe any body of water during today's inspection. Per director, there are no firearms or weapons on the premises. The Center is in good condition with proper temperature and ventilation, and is free of any hazards. All furniture is in good repair. The Center has age-appropriate toys and equipment. A first aid kit and a first aid backpack are available. The program provides daily snacks, and the Facility requires families to provide lunch. The Facility also offers lunch options from outside vendors. Drinking water is readily available through water bottles, and the Facility refills the bottle using a pitcher as needed. LPA reviewed food storage and noticed that all food was in its original packaging or labeled with an expiration date. The classroom has appropriate postings. The last Emergency Drill was conducted on 08/28/2024 and is properly logged. Medications are stored in the upstairs admin office. The menu is posted in a visible location and is dated for the entire month. The outdoor play area is fenced for supervision. The play structure is age-appropriate and in good condition, with sufficient cushioning underneath.
The Facility uses a pro care system to sign in and out the children. The facility maintains the children's files electronically. LPA reviewed the children's files and staff files. All the files were complete. The staff has CPR/first aid and mandated reporter certificates on file. The children's roster was reviewed, and a copy was obtained.

During inspection,

Criminal Record Clearance -

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Lead Testing –


CCC COMPLETED TESTING
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP.
