On Monday, November 20, 2023, at 11:00 AM, Licensing Program Analysts, (LPA) Andrew Elliot and Licensing Program Manager (LPM) Mai Lor met with Facility Director Pushpa Rani for the purpose of an announced pre-licensing inspection. The applicant requests for change of ownership for a preschool center program with a toddler component that serves 114 preschool age children and 6 toddlers. A health and safety inspection in all areas accessible to children. The program will operate Monday through Friday from 7:00 AM to 6:30 PM. The fire clearance was granted on 10/2023 Present at the time of inspection were the applicant and director Ms. Rani, there were 57 preschool age children and 4 toddlers in the Toddler Option Program, and 10 staff members.

The preschool age program LPA is divided into 4 different classrooms contained in a single building. LPA observed that three of the preschool age classrooms had their own attached bathrooms, with 4 separate toilets and 4 sinks in each bathroom, for a total of 12 toilets and 12 sinks for the preschool age children. There is adequate heating, lighting, and ventilation. There are no cleaning solutions, chemicals, or other hazards accessible to children. Per Applicant, there are no weapons at the facility. Applicant stated there are no medications on site; however, if medications are to be stored at the facility, the medications will be stored in the staff break room in box that is made inaccessible to children in care by being kept in a locked cabinet. LPA did observed a carbon monoxide detector installed in the facility.

LPA observed furniture and equipment to be sufficient in quantity, age appropriate and in good repair. LPA observed seven highchairs in the classroom. Children have their own separate storage areas for their belongings. Drinking water is accessible is to children in care via water fountains. Children do take naps at the facility. There are sleeping mats, bedding, and materials for the children. Applicant stated bedding materials are washed every day by staff. There is a first aid kit available in the classroom. Applicant stated the facility provides food to children. They serve lunch, morning and afternoon snacks to children. Food is cooked and prepared in a kitchen area in the facility that is made inaccessible to children. LPA observed that the food preparation area is clean, that food items are properly stored and dated, and that cleaning materials are kept away from food. Per Applicant, the menu will be posted on the parent board. Applicant stated food is readily available and is in quantity necessary to meet the needs of the children in care. Children who choose to can bring their own food, and it is stored in the classroom and individually labeled. There is a separate private restroom for the staff. Children who become ill during the day will be isolated in the office area and will use the staff restroom, if necessary.

LPA measured the preschool classroom across the 4 classrooms assigned to the preschool program. The indoor total measurements contain a total of 3567.51 square feet, which will not accommodate the applicant’s requested capacity of 114 preschool age children.

LPA measured the section of the classroom partitioned for the toddler program. The indoor total measurements contain a total of 391.2 square feet, which will accommodate the applicant’s request for 6 toddlers.

There is one outdoor area on the property, with a separate outdoor play area for toddlers that is fenced with a wooden fence that is at least four feet tall. LPA observed sufficient in quantity age-appropriate equipment and toys. There are shaded areas supplied by trees and awning. The playground is free of debris, but LPA did observe several uneven grassy areas, that pose a tripping hazard to children in play. LPA directed the applicant to fill in and even out these areas so that children would not trip during play LPA observed a play structure in the pre-school yard, which LPA observed to be well anchored and in good repair. There are no pools, hot tubs, or other bodies of water present.

LPA measured the outdoor activity space. The outdoor total measurements for the preschool play area contain a total of 6024.98 square feet, which will not accommodate Applicant’s request for 114 preschool age children. The outdoor total measurements for the toddler play area contain a total of 895.69 square feet, which will accommodate Applicant’s request for 6 toddlers. Emergency Preparedness/Safety: Emergency Disaster Plan is dated and posted for review. The facility utilizes a land line telephone. Applicant stated an electronic sign in and sign out process will be utilized, and paper sign in/sign out is also available.

Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA advised per Health and Safety Code 1597.16(a)(1) Lead Testing and PIN-21-21-CCP Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before
January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first test.

Per Written Directive 100700(c)(1) Written Directives for Lead Testing (1) For a license issued on or after July 1, 2022, initial testing results shall be received and posted within 180 days of licensure. LPA discussed the
safe sleep regulations with Applicant and discussed the Child Care Licensing Safe Sleep webpage at
https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an
additional resource. LPA also informed Applicant of the importance of checking for recalled infant devices on
the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and
recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased
equipment.

LPA reviewed with Applicant the LIC 311 A, Records to Be Maintained At The Facility, for child’s records,
personnel records, administrative records, and documents to be posted.
LPA discussed 100% supervision is always required in all areas that children have access to including the
bathroom. Personal Rights, inspection authority, reporting requirements, maintaining buildings and grounds
was reviewed. Staff Qualifications, Staff to Children’s ratios and Capacity was explained to ensure
compliance. LPA discussed with Applicant any changes that may occur regarding the director or an employee acting in the director’s absence must be reported to the department within 10 working days.Applicant was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs)throughout California.

The following items are required before a license will be issued:
1. Uneven ground in the outdoor play area around grass and green space must be filled in and evened out to prevent tripping hazards.
2. Pending Final Review from licensing program manager.
3. Based on Observed measurements facility will not accommodate the requested capacity of 114 preschool aged children. Capacity will need to be reduced to 101 preschool aged children and 6 toddlers.
4. A waiver will be required for school age children and pre-school age children to share outdoor activity space.
