On September 23, 2025, at 2:32pm, Licensing Program Analyst (LPA) Randy Miranda met with Site Director Rajesh Gupta to deliver the findings from a complaint investigation for the above allegation. LPA toured the facility and obtained a copy of the sign-in sheets. Present for the inspection were the site director, licensee, 3 teachers, and 22 children in care (5 toddlers and 17 preschoolers).
Based on LPA's interviews and record review, a teacher was observed kicking a child in the back area. It appears the incident occurred out of frustration by the staff member. The preponderance of evidence standard has been met. Therefore, the allegation that Staff kicked daycare child is SUBSTANTIATED. California Code of Regulations, Title 22, Division 12, Chapter 1, Article 06, Section 101223(a)(3) is cited on the attached LIC 9099D.
A notice of site visit was given and must remain posted for 30 days. Appeal Rights provided. Exit interview
conducted and report was reviewed with Site Director Rajesh Gupta.

Based on LPA's interviews and record review, a teacher was observed pulling a child’s hair with both hands. The preponderance of evidence standard has been met. Therefore, the allegation that Staff pulled daycare child’s hair is SUBSTANTIATED. California Code of Regulations, Title 22, Division 12, Chapter 1, Article 06, Section 101223(a)(3) is cited on the attached LIC 9099D.
