On 1/28/26 at 9:30am, Licensing Program Analyst (LPA) Briana Plumboy met with Director Nirupama Bajpai for the purpose of an unannounced complaint investigation regarding the above allegation. Present during the inspection was 9 toddlers, 11 preschool age children, as well as 6 fingerprint cleared and associated staff.
Through interviews, file reviews, tour of the facility/observation, LPA found the center is operating out of ratio in the toddler classroom.During the inspection, there was a 9:1 ratio when a teacher was on break/ lunch in room 2. The toddler ratio is 6:1. License comments are as follows, "TODDLER COMPONENT:(31 CAPACITY) AGES 18 MONTHS TO 36 MONTHS IN CLASSROOMS 1 AND 2. PRESCHOOL COMPONENT:(39 CAPACITY) AGES 2 YEARS TO 5 YEARS OF AGE IN CLASSROOMS 3, 4, AND 5." Based on LPAs observations and record review(s), the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. Health and Safety code 1596.955 is being cited on the attached LIC. 9099D.
A notice of site visit was given and must remain posted for 30 days.
Appeal Rights were given and discussed. An exit interview was conducted.

(3) A ratio of six children to each teacher is maintained for all children in attendance at the toddler program. An aide who is participating in on-the-job training may be substituted for a teacher when directly supervised by a fully qualified teacher.

On or before 1/30/26 Director will submit a statement stating she understands the ratio for toddler and preschool age children in care. Director will also watch the Ratio/ Capacity video on the ccld.ca.gov website. The POC was developed by Director and LPA Plumboy.

This requirement was not met as evidenced by: LPA Plumboy observed 9:1 ratio in the toddler classroom. Based on observation, the toddler classroom room 2 is being utilized by toddlers ages 24months to 36months, but operating using 12:1 ratio at times (during breaks). During today's inspection LPA Plumboy observed 9:1. The ratio in a toddler component is 6:1. By there not being another teacher in the classroom during breaks, it poses a potential health and safety risk to children in care.

Failure to correct will result in a $100 per day civil penalty until corrected. Repeat violations are $250 per violation and $100 per day until corrected.
