On 3/13/2025 at 9:30am, Licensing Program Analyst’s (LPA’s), Brindha Govindasamy and Harsimran Kaur conducted an unannounced prelicensing inspection for adding a toddler component. Upon arrival, LPA met with Vaishnavee Ragavan and Kaushika Nattanmai Saravana Prabhu. Applicant is requesting to be licensed for 8 toddlers ages 18 months to 36 months in room 2 and 18 preschool children ages 2 years to 6 years in classrooms Room 1A and B. Hours of operation will be Monday to Friday, 8:30am to 6:00pm. Present during today’s inspection were 11 children with 2 staff. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. Fire clearance was granted on 02/07/2025. LPA informed Vaishnavee that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities.

Toddler Classroom measurements are:

The Indoor total measurements contain a total of {292.15} square feet, which will accommodate Applicant’s request for 8 toddlers.

Preschool Classroom measurements are:

The Indoor total measurements contain a total of {658.07} square feet, which will accommodate Applicant’s request for 18 preschool children.

Toddler Outdoor Play measurements are:

Outdoor total measurements contain a total of {1057.67} square feet, which will accommodate Applicant’s request for 8 preschool children.

Preschool Outdoor Play measurements are:

LPAs observed all classrooms to be clean, safe, sanitary and in good repair. A comfortable temperature for children shall be maintained at all times. Furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts. All materials and surfaces accessible to children, including toys, shall be free of toxic substances. All play equipment and materials used by children were observed to be age-appropriate. LPAs observed no fireplace or open face heaters. LPAs observed fully charged fire extinguisher, smoke and carbon monoxide detectors in the facility. There are 34 chairs, 6 tables, 33 cubbies, 15 cots, 2 toilets and 6 sinks for preschool and toddlers. Staff restroom is not in the facility and Facility Representative Vaishnavee stated staff will use restroom across in the Chevron gas station or building restroom. Preschool facility has 2 bathrooms, however one toilet is designated as staff bathroom, but according to the licensee, children use that bathroom. Sick children will be isolated by the entrance in preschool classroom. LPAs observed that items that may pose a danger to children were stored in locked storage rooms inaccessible to children. LPAs observed containers with tight-fitting lids for the disposal of solid wastes. LPAs advised that Applicant maintains first-aid supplies in a location accessible to staff but inaccessible to children. Drinking water is available in the classrooms via bottled water or child's own water bottle. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property.

The facility has separate yard for toddlers and preschool children. A fully wood fenced playground across the facility which is at least four feet high. Shade is provided by trees. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground which is properly anchored. There is adequate cushioning in fall zones of climber provided by grass and wood chips. Drinking water is available via personal water bottle. LPA's observed all hazardous items on the playground to be inaccessible to children. There is one locked storage in the toddler play area. Toddler outdoor play area is separated by a white fence. Facility representative stated that during outdoor play time toddler children will be escorted by staff exiting through toddler classroom door to cross and preschool children will use the entrance door. Applicant Vaishnavee was reminded that any changes to the facility must be reported to and approved by Community Care Licensing and 100% visual supervision is required while children crossing. Facility provides lunch and snacks. There is no kitchen in the facility however LPA's observed refrigerator, microwave and electrical cooking appliances.

Applicant was reminded that a child who is between 18 months and 36 months of age may participate in the toddler program with written permission from the child's authorized representative. No child in the toddler program shall be placed in the preschool program before the age of 30 months without written permission from the child's authorized representative.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).



Vaishnavee was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.”

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. LPA reviewed with facility representative the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.”

Facility Representative was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. “



The following corrections are needed before a licensure will be considered.
1. Age required sticker needed on preschool play structure.

An exit interview was conducted with the above item discussed. This report was provided to Vaishnavee Ragavan. Final license determination will be made upon review by the Licensing Program Manager.
