On May 13, 2025, at 10:03am Licensing Program Analysts (LPA) Randy Miranda met with pending Director Joanna Franco and Area Director Rania Al-Nazer and Selva Namokarean to deliver the findings from a complaint investigation for the above allegation. Present during the inspection were the area directors, pending center director, one administrator (front desk), twenty-one (21) teachers, eight (8) teacher’s assistants, and one-hundred-seventy-seven (177) children in care.

Based on LPA's observations and interviews, a classroom was briefly over ratio but was promptly corrected by redirecting a teacher from another class, ensuring both classrooms maintained compliance. The preponderance of evidence standard has been met. The allegation that the daycare was out of ratio is SUBSTANTIATED. California Code of Regulations, Title 22, Division 12, Chapter 1, Article 6, Section 101216.3(a) is cited on the attached LIC 9099D.
